Subject: <br /> <br />Purpose: <br /> <br />Policy: <br /> <br />Procedure: <br /> <br />Bid Opening Procedures <br /> <br />To set forth a uniform method of opening sealed bids. <br /> <br />It is the County's policy that all sealed (faxed bids are not acceptable) <br />bids for supplies, materials, and equipment be opened by the Purchasing <br />Agent, or their designee, at the exact time and date specified in the legal <br />notice and on the bid request. The opening of a bid without the bidder's <br />permission prior to the bid opening date and time constitutes a <br />misdemeanor. All bids will be opened publicly and late bids will not be <br />accepted and shall be returned to the sender unopened. County policy <br />requires that all bids be made on the forms provided by the County <br />unless instructed otherwise. All formal bids should be opened in the <br />meeting room of the Board of Commissioners. Alternate bid opening <br />locations may be approved in advance by the Purchasing Agent. <br /> <br />Bids shall be opened beginning with the exact time, on the date <br />and at the place specified in the advertisement for bids and bid <br />req u est. <br /> <br />Legal notices are normally due to the newspaper office three (3) <br />days prior to publication. <br /> <br />Formal bids must be accompanied by a five percent (5%) bid <br />deposit of cash, cashier's check or bid bond (A bank check or <br />bank treasurer's check shall be considered equal to the cashier's <br />check). Personal checks, company checks, money orders, etc. will <br />not be accepted. <br /> <br />Bids without proper deposit shall not be accepted. <br /> <br />If bids are for construction or repair work and the cost is <br />estimated to be $100,000.00 or more, three (3) bids must be <br />received or the bids are not be opened, but re-advertised. <br />Following re-advertisement, bids may be opened regardless of the <br />number received. <br /> <br />All bids shall be opened publicly with bids tabulated and made <br />available to interested parties. <br /> <br />It shall be a practice not to award any bid until the Purchasing <br />Agent and interested Department Head have had ample time to <br />review each bid proposal, and the Board of Commissioners has <br />taken action as necessary. <br /> <br /> <br />
