PROPOSED LEGISLATIVE GOALS <br />RECOMMENDED BY THE BOARD OF DIRECTORS <br />DECEMBER 9, 1998 <br /> <br />I. ENVIRONMENT <br /> <br />Timely State Agency Action <br />Support legislation to assure the expeditious action on the part of state agencies charged with <br />approving permit applications or with monitoring activities, to eliminate prolonged delay <br />preventing local communities from undertaking necessary activities to serve the needs of their <br />citizens. <br /> <br />Compensation for Lost Property Tax Revenue <br />Support legislation to require compensation by state agencies and units of local government for <br />lost property taxes when they purchase land in other jurisdictions if it results in substantial <br />economic loss to the host county. <br /> <br />II. CRIMINAL JUSTICE <br /> <br />Judicial and Court Facilities <br />Support funding to offset the costs of providing office space for judicial and court related <br />officials. <br /> <br />Service of Process <br />Support legislation to amend G.S. 7A~311 to raise the fee for service of process from $5 to $20. <br /> <br />III. PUBLIC EDUCATION <br /> <br />School Funding <br />Support legislation to increase state funding for public schools, specifically: <br /> · to provide full state funding for the Low Wealth Schools Supplemental Fund, and <br /> · to appropriate state funds to fully fund the costs of utilities in public schools or give the <br /> counties a new unrestricted revenue. <br /> <br />Funding for Community Colleges <br />Support increased funding for community colleges throughout the state, specifically for <br />technology enhancement and replacement, capital expenditures (construction, repairs and <br />renovations), and personnel. <br /> <br />Installment Contract Financing <br />Support legislation enabling all boards of county commissioners to use the installment contract <br />method to finance public school and community college capital projects. <br /> <br /> <br />
