12/14/98 H0N 18:48 FAX. 17049391401 DSS ~002 <br /> <br />TO: Frank Clifton, County Manager · <br />FROM: Sim Cook, Social Services Dirqrtor / <br />DATE: 12-14-95 ~""- '( <br />SUBJECT: Restoring Families Grant Program ~-/ <br /> <br /> I am writing to request that the Board of Commissioners grant its permission, at <br />its 12-21-98 meeting, for the Department to apply for a Slate grant for the Restoring <br />Families Program. An agenda sheet is enclosed. <br /> <br /> This $59,356 grant requires no county match. The program has as its purpose, <br />working intensively with families whose children have been in foster care primarily <br />because of substance abuse on the part of the parents. The goal is to work with the <br />parents to correct this problem so the children can be returned home by the court. A <br />social worker, who would coordinate closely with the Family Recovery Program at <br />Piedmont Behavioral Health, would be added to the staff at DSS to work intensively with <br />four families at a time for up to six months. The grant would begin in March 1999 with a <br />$25,000 start up grant, then run through FY 2000 with the $59,356 annual budget <br />amount. (We think that other State funds will be available by the end of the grant period <br />to support this program. If not, the program would be discontinued). The abuse of <br />alcohol and drugs is a major factor in the need to place from $0% to 75% of the children <br />who enter ibster care. This program would thus bc very useful. <br /> <br /> We have had the grant application package for only about three weeks. The <br />deadline for submission is 12-15-98.
