Day, Deputy County ManagerL~_/x~ <br />Date: December 15, 1998 <br />Re: Appropriation of Fund Balance for Improvements and Equipment <br /> <br />Two unexpected events and one overlooked issue have led to this request for a <br />fund balance appropriation in the landfill fund. <br /> <br />First, the NC Department of Environment and Natural Resources has required <br />improvements to the white goods staging area at the landfill. The area must be <br />covered with concrete, asphalt or gravel. We have chosen gravel because of <br />cost issues. Improvements are also needed for the roads. I am requesting a <br />$15,000 appropriation from the revenues received from the VVhite Goods Trust <br />Fund for these improvements. These revenues may only be used for purposes <br />related to white goods management. Revenues on hand from the trust fund total <br />$346,000. <br /> <br />Second, Nextel, the radio service provider for the landfill operation, will no longer <br />provide the type of service currently being used. Consequently, I am requesting <br />an $8,000 fund balance appropriation to purchase 7 radios which will operate in <br />the county's 800 mhz radio system. This is considerably less expensive than <br />leasing wireless communication service from a private provider. Again, trust fund <br />revenues may be used. <br /> <br />Third, it's been determined that the software and computer used in the landfill <br />weigh station are not Y2K compliant. Regretfully, this was overlooked during the <br />regular budget process last year. Because this software and equipment is also <br />used to track white goods, revenues from the trust fund may be used.
