The program guidance
and formula-based funding allocation methodology is provided consistent with the
information that was approved by the North Carolina Board of Transportation at their
January 9, 1998, meeting and utilized for the initial year of the program.

The $1 million allocation will be made available to each county through a formula-based
allocation (see attached allocation table) to meet transitional Work First participant and
general employment transportation needs. The availability of these funds should be
considered in the utilization of the county's Work First Block Grant.

To be eligible for the $1 million allocation, each county manager, community
tmnsportat'lon system coordinator/director, and county DSS director must jointly
determine the appropriate local entity(les) to receive a sub-allocation of funds from the
county. The county DSS and/or community tran.qportation system will be eligible to
receive a sub-allocation. These funds will be disbursed only to the county.
