97 <br /> <br />DRAFT <br /> <br /> The Board of Commissioners for the County of Cabarrus met in the <br />Commissioners' Meeting Room at the Cabarrus County Governmental Center on <br />Monday, December 7, 1998, ac 6:30 P.M. for an organizational meeting pursuant <br />to North Carolina General Statute 153A-26. <br /> <br />Present - Chair: Sue B. Casper <br /> Vice-Chair: Carolyn B. Carpenter <br /> Commissioners: Jeffrey L. Barnhart <br /> <br />Commissioners: Kenneth Mills <br /> Dr. Franklin C. Niblock, Jr. <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. <br />Fletcher L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk <br />to the Board. <br /> <br />Chairman Casper called the meeting to order at 6:30 P.M. <br /> <br /> Scout Troop 222 of the Harrisburg United Methodist Church conducted the <br />Flag Ceremony. Scouts participating in the ceremony were Eagle Scouts <br />Brandon Clark and Darryl Hall and Scouts Andrew Prentice and Neil McGee. <br /> <br /> Reverend L. Todd Marlow of the Odell Baptist Church gave the <br />invocation. <br /> <br />ADDroval or Correction of Minutes <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner <br />Carpenter and unanimously carried, the minutes of November 16 and November <br />30, 1998 were approved as written. <br /> <br />RECOGNITION CEREMONY <br /> <br />Reco~nition of Kenneth Mills and Dr. Franklin C. Niblock, Jr. <br /> <br /> Mr. Clifton reported that Commissioners Mills and Niblock were out of <br />town and sent apologies that they could not be present for the meeting. <br /> <br />ADMINISTRATION OF OATK OF OFFICE <br /> <br />Soil and Water Conservation District Supervisor <br /> <br /> The Honorable William G. Hamby, Jr., Chief District Court Judge, <br />administered the Oath of Office to Ms. Helen B. Studdert, Soil and Water <br />Conservation District Supervisor. <br /> <br /> Ms. Studdert reported that the other District Supervisors were <br />attending a District speech contest and could not be present for the meeting. <br /> <br />Cabarrus County Board of Commissioners <br /> <br /> Judge Hamby administered the following Oath of Office to Jeffrey L. <br />Barnhart, Arne L. Fennel and Coy C. Privette. <br /> <br /> CABARRUS COUNTY <br />BOARD OF COMMISSIONERS <br />OATH OF OFFICE <br /> <br /> I, Jeffrey L. Barnhart, do solemnly swear (or affirm) that I will <br />support the Constitution of the United States; so help me, God. <br /> <br /> I, Jeffrey L. Barnhart, do solemnly and sincerely swear (or affirm) <br />that I will be faithful and bear true allegiance to the State of North <br />Carolina, and to the constitutional powers and authorities which are or may <br />be established for the government thereof; and that I will endeavor to <br />support~ maintain, and defend the Constitution of said State, not <br />inconsistent with the Constitution of the United States, to the best of my <br />knowledge and ability; so help me God. <br /> <br /> I, Jeffrey L. Barnhart, do solemnly swear (or affirm) that I will <br />support and maintain the Constitution and laws of the United States, and the <br />Constitution and laws of North Carolina not inconsistent therewith, and that <br />I will faithfully discharge the duties of my office as Cabarrus County <br />Commissioner; so help me, God. <br /> <br /> <br />
