North Carolina Mutual Aid Agreement - Summary Page I of 4 <br /> <br />Summary of Mutual Aid Agreement <br /> <br />This is a <br />voluntarily <br />agreement <br />among North <br />Carolina <br />municipalities <br />to provide <br />mutual aid <br />during a <br />disaster. <br /> <br />Signing the <br />agreement <br />means that <br />your city or <br />town may <br />request <br />assistance <br />during a <br />disaster, or <br />your city or <br />town may be <br />asked to <br />provide <br />assistance to <br />another city <br />or town. <br /> <br />The needs of <br />your <br />Municipal <br />residents are <br />your first <br />priority. Your <br />municipality <br />may decline <br />to p. rovide <br />assistance <br />when your <br />resources ale <br />needed for <br />your own <br />residents <br /> <br />V~/hen a <br />disaster <br />strikes, a city <br />or town may <br />request help <br />if it <br /> <br />Assignment of~vork to provider city's supervisor; <br /> <br />Reimbursing the provider for all doc-mented costs and expenses, including <br />personnel equipment and materials (rates for equipment and materials at pre- <br />established rates); and <br /> <br />Provide directions and assistance in record keeping to provider. <br /> <br />The providing ciO' is responsible for the following: <br /> <br />Direct supervision of all personnel and equiment and; <br /> <br />Providing adequate communications equipment among own personnel; <br /> <br />Maintaining daily personnel time records, material records and log of equipment <br />hours; <br /> <br />Reporting on work progress regularly; <br /> <br />Pay its own employees as usual (will be reimbursed by requesting City); and <br />Maintain records and submit invoices for reimbursement. <br /> <br />The providing city's employees are covered at all times by the providers workers' <br />comp policy <br /> <br />All activities perfo,med under this agreement are declared government functions. <br />Each party holds the other harmless from liability. <br /> <br />The basic time for assistance is seven days, but tiffs can be modified when parties <br />agree. <br /> <br />The Division of Emergency Management will be responsible for the following: <br />Keep executed agreements; <br /> <br />Maintain current listing of those participating, and contact information <br />Provide this listing and contact information to all participants annually; <br />Co-ordinate requests for assistance according to the terms of this agreement; <br />Keep records od aid requests and responses; <br /> <br />Report when appropriate on status of mutual aid provision; and <br /> <br />http://www.ncem.org/mutaid/Snmmary.htm <br /> <br />12/7/98 <br /> <br /> <br />
