Little, Director <br />Cabarrus County Parks and Recreation Department <br /> <br />Subject: <br /> <br />North Carolina Parks and Recreation Trust Fund Grant Application for <br />W.W. Flowe Park <br /> <br />As noted in the Annual Reports for Cabarrus County Parks and Recreation Department, the <br />athletic programs and park utilization have experienced a tremendous growth in the last several <br />years. An example of this large growth is in the area of the youth and adult athletic programs of <br />4,720 participants in FY 1986-87 compared to 9,692 participants in FY 1995-96. This huge <br />105°/'o increase in number of athletic participants shows a good example of the demand for <br />quality recreation opportunities by the general public. <br /> <br />On January 16, 1996 the Cabarrus County Board of Commissioners approved a proposal to <br />construct a four baseball/softball and two soccer field athletic complex at W.W. Flowe Park. In <br />the Fiscal Year 1996-97 budget, the Board of Commissioners approved $140,000 in funds for the <br />following proposed elements of this project: grading, turfing, backstops, team benches, picnic <br />tables, and gravel trails. The proposed plans were to submit a matching State of North Carolina <br />grant for $70,000 for the project. The proposed plans are to utilize Cabarrus County <br />Landfill/Property Maintenance equipment and employees in the ground clearing, rough grading, <br />fine grading, and turfing of these proposed athletic facilities. By utilizing Cabarrus County <br />equipment and manpower, Cabarrus County will save over $210,000 in contract costs. Contract <br />costs will be required for the following: limited survey staking, erosion/storm drainage elements, <br />and transportation of landfill equipment. Attached is a sheet with comparison of outside contract <br />price versus in-house equipment and manpower. <br /> <br />In August 1996, the State of North Carolina announced the preliminary date for awarding grants <br />has been moved to late May 1997. State officials also announced that local government with an <br />active PARTF grant are ineligible to apply for PARTF assistance until their active project is <br />completed and closed out. This proposed regulation would make Cabarrus County ineligible to <br />apply for State Park trust funds in FY 1997-98. <br /> <br />On November 22, 1996, Cabarms County Manager Frank Clifton approved for the Director to <br />prepare a N.C. PARTF Grant for the maximum level of reimbursable State matching funds of <br />$250,000, or for a $500,000 project at W.W. Flowe Athletic Park. The proposed facilities <br />include the following: grading/turfing of four baseball/softball fields and two soccer fields, <br />fencing, dugouts, bleachers, field lights (4 fields), soccer goals, restrooms/concession building, <br />landscaping, signage, utilities, gravel parking lots, pit gravel trails, and picnic table sites. <br /> <br /> <br />
