Byed¥ Assistant Superintendent We appreciate your guidance and suggestions regarding the proposed school site on the county property around Lake Concord. Working with our architect, we have obtained the site survey and testing as suggested. We are most pleased with the conditions and location of the site as indicated in the original Lake Concord Ventures, Inc. proposal. Since the Lake Concord Ventures, Inc. group is apparently out of the picture, we would like to be able to move forward with our new school project independem of other possible uses of the Cabarrus County property. We are confident that our current proposal not only protects the possible future residential development and/or recreational uses of the property, but the actual construction of a school will enhance the value of the property. At our January 13th meeting, the Kannapolis City Board of Education passed the attached resolution to the Cabarrus County Commissioners. A summary of the resolution contains the following elements: · The Kannapolis City Board of Education requests the Cabarrus County Commissioners to take action at their January 21st meeting to assure the transfer of title for the school site to the Kannapolis City Board of Education. · This prompt action will enable our school project to proceed with permits and approvals with local and state agencies to the end that project bids can be advertised and awarded in February and March with a beginning construction date in late March or early April. This project schedule will most effectively use the financial resources presently available for this project and enable student use of the facility by Fall 1998. Completion of this project will enable the Kannapolis City Schools to make substantial savings in operational costs by closing the Aycock facility as an elementary school. · The site as proposed by the Kannapolis City Board of Education reserves a public street right-of- way to protect the development potential of the remaining county property. · The school project can proceed independent of the other possible uses of this county property.
