iCABA RUSCO NFfi <br /> <br />MEMORANDUM <br /> <br />February 7, 1997 <br /> <br />TO: <br /> <br />FROM: <br /> <br />SUBJECT: <br /> <br />Board of Commissioners <br /> <br />Blair Bennett <br /> <br />Collection Agency for Ambulance Accounts <br /> <br />During the past few months we have been searching for ways to improve ambulance collections. <br />We have met with EMS officials and improved the process for transmitting ambulance trip tickets <br />to the tax collection office. We have, for some time now, been filing claim.~ electronically for <br />Medicaid and Medicare, which improves the time in which we receive payments back from third <br />party payors. Additionally the County has authority to use and has taken advantage of <br />garnishment procedures. Normally, by the end of six (6) months from the time of billing the client <br />or insuring third party, the County has exhausted most of its collection procedures. <br /> <br />Since, however, there is still a sizable amount of ambulance receivables uncollected atter the six <br />(6) month period we believed it would behoove the County to seek help from a professional <br />collection agency. We sought out and began discussions with Jon Barry and Associates some <br />months earlier to develop a plan for handling delinquent ambulance collections. Staffmembers <br />from the Tax Assessor, Tax Collection, MIS and the Finance Departments were involved in the <br />discussions and in devising an implementation method that would be acceptable to all parties <br />concerned. We found Jon Barry and Associates to be very professional and to have sophisticated <br />software and hardware to handle this type of contract. They have been in business for 10 years <br />and handle accounts for Cabarrus Memorial Hospital, Concord Telephone, Piedmont Surgical <br />Clinic, Mt. Pleasant Family Physicians and several other business. They have a staffthat is <br />dedicated to working full time on collections only. We have negotiated a commission fee of 35% <br />of all monies collected on these accounts. We believe this fee is justified since by the time we turn <br />over any of these accounts they are over six (6) months old and the probability of collection by <br />Cabarrus County is slim. This company, however, has the resources to dedicate their staff <br /> <br /> <br />
