Corning Incorporated
(Development Time Line)

December 1996

Raytheon will submit preliminary site drawings.
Raytheon will submit construction drawings for three (3) 10,000 square feet buildings.

January 1997

Construction will begin on 10,000 square feet buildings. During the construction process
these buildings will used for equipment/material storage areas. After the project is
complete they will used as maintenance faciltities.

Raytheon will begin to submit preliminary construction drawings. (Coming Incorporated
has requested that any review or storage of construction plans shall take place on site.
They will provide the office space needed by our staff if we will accommodate them on
this matter.) The reason for this request is that the drawings will contain information that
they consider proprietary to their company and do not want them available to the public.

April 1997

Construction will begin on manufacturing facility. According to their representatives the
construction process will last eleven months which will bring the completion date to
around March of 1998. If possible, they will begin manufacturing a few months prior to
the completion of the entire facility.

Manufacturing Facility is to be approximately 350,000 to 400,000 square feet with several
accessory buildings.

Coming stated that they will need our inspectors on site throughout the entire project.
For a majority of the construction process we will need to have inspectors on site
approximately three (3) days a week for inspections which may require up to two (2) to
three (3) hours. The building, electrical, and mechanical trades will need to bear the
heaviest load. Periodically, throughout the process we will need to have inspectors to
work several hours of overtime in the evenings and on the weekends. Coming has stated
that they would reimburse the County for any overtime hours spent on their site.
