Flowe Park <br /> <br /> UPON MOTION of Chair Casper, seconded by Commissioner Carpenter and <br />unanimously carried, the Board approved the formal North Carolina Parks and <br />Recreation Trust Funds Grant Application for reimbursable State matchin~ funds <br />of $250,000.00 to provide for a $500,000.00 project at W. W. Flowe Athletic Park. <br />Further, the Board authorized the Chair to sign all necessary grant forms on <br />behalf of Cabarrus County. <br /> <br />NEW BUSINESS <br /> <br />Recognition of Notable Employee Performance Through the Employee Award Program - <br />Department of Social Services Public Assistance Single Application Development <br />Team <br /> <br /> Mr. James F. Cook, Jr., Social Services Director, introduced Social <br />Services staff members who had been selected to receive a combined County <br />Manager's Award and Department Informal Award for the development of the Public <br />Assistance Single Application. The single application process combined five <br />separate State public assistance applications or 52 pages of data gathering <br />materials into a single application or 14 pages. The Public Assistance Single <br />Application produced a documented $154,054.00 in savings during its first year <br />of use in 1994-95. ~urther, Mr. Cook advised that all counties in the state are <br />now using the form developed by the Cabarrus County staff. <br /> <br /> Chair Casper expressed appreciation to the Public Assistance Single <br />Application Development Team and presented a check in the amount of $225.00 to <br />each of the following members: Regina Crowder, Judy Fisher, Jane Hartsell, Kay <br />Robinette, Cathy Rucker, Kathy Dobbins and Shirley Cook. Ms. Mickie Hasty also <br />served as a member of the team but could not be present for the meeting. <br /> <br />Request by the Kannapolis City Board of Education for the County to Transfer <br />Title of the Proposed School Site at Lake Concord to the Board of Education <br /> <br /> Mr. Lee Efird, Chairman of the Kannapolis City Board of Education, <br />presented a Resolution officially requesting the County to transfer approximately <br />25 acres of County-owned property located west of Little Texas Road in Kannapolis <br />to the Kannapolis City Schools. The Board of Education wishes to use funds from <br />1996 school bond referendum to construct a 600-800 core capacity elementary <br />school at a cost of $7 million on the property. <br /> <br /> UPON MOTION of ~ommissioner Mills, seconded by Commissioner Niblock and <br />unanimously carried, the Board moved to defer the request by the Kannapolis Board <br />of Education until the February meeting to have time to consider what is going <br />to be done concerning the future development of the Lake Concord property. <br /> <br />Road Name Chan~e - Settin~ a Public Hearin~ <br /> <br /> UPON MOTION of Commissioner Niblock, seconded by Commissioner Carpenter and <br />unanimously carried, the Board set a public hearing for 7:00 P.M. on Monday, <br />February 17, 1997, to consider the following road name changes (Petition 97-01): <br />Unnamed Road to Deer Haven Drive and Unnamed Road to Adames Way. <br /> <br />Appointments - Public Health Authority Board <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Chair Casper and <br />unanimously carried, the Board appointed Carolyn R. Thompson, Ph.D., to the <br />Public Health Authority as recommended by the Authority Board. Dr. Thompson <br />will fill the vacancy created by the resignation of Ms. Naara Sanchez and <br />complete the unexpired term ending in October, 1997. <br /> <br />Appointments - Parks and Recreation Commission (4) <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Chair Casper and <br />unanimously carried, the Board reappointed Ms. LaRhonda Watkins (Township 11), <br />reappointed Ms. Margaret Hagerty (Township 12) and appointed Ms. Andrea Pale <br />(Townships 1 and 2) to the Parks and Recreation Commission. The Board dedicated <br />the at-large position to be filled by a school board representative with the <br />Chair to write the two school boards requesting that they cooperatively recommend <br /> <br /> <br />
