Reimbursement to board members for mileage while the <br />board member's vehicle is in use for official school <br />business, including mileage to and from board meetings <br />and other school business related mileage in district <br />and out of district. <br />2. Reimbursement to board members for actual and <br />reasonable expenses including subsistence incurred while <br />board members are performing official school business, <br />including but not limited to attendance at seminars and <br />meetings. <br /> <br /> IT IS FURTHER RESOLVED and respectfully suggested that such <br />compensation and expense allowances for members of the Kannapolis <br />City Board of Education would be most appropriately allocated <br />between the Cabarrus County Board of County Commissioners and the <br />Rowan County Board of County Commissioners on the basis of th~ <br />number of students from each respective county attending schools in <br />the Kannapolis City School Administrative Unit. <br /> <br /> There was brief discussion regarding the need for equal compensation for <br />members of the Kannapolis City Board of Education and the Cabarrus County Board <br />of Education. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Chair Casper with <br />Commissioners Barnhart, Carpenter and Mills and Chair Casper voting for and <br />Commissioner Niblock voting against, the Board moved to permit the Kannapolis <br />City Board of Education to pay compensation and expenses to its members as <br />requested. <br /> <br />Zonin~ Atlas Amendment (Petition 97-01 - Property Located on N.C. Highway 73 East <br />between Kirkwood Drive and Irish Potato Road} - Public Heartn~ - 7:00 P.M. <br /> <br />Petition 97-O1. John T. & Debbie Drye and Harold Wensil, Jr., <br />Map/PIN 5640-89-3680, 89-6569, 89-7903, N.C. Highway 73 between <br />Eirkwood Drive and Irish Potato Road, approximately 5.2 acres. Wish <br />to rezone from Medium Density Residential to Office/Limited <br />Commercial and General Commercial - Special Use. <br /> <br /> Mr. Jonathan Marshall, Planning Services Director, reported that sworn or <br />affirmed testimony was required for Petition 97-01 which involved a Special Use <br />petition. <br /> <br /> Chair Casper affirmed those persons who indicated they wished to speak <br />during the public hearing, including Mr. John Tim Drye, Mr. Pat O'Brten, Mr. Bob <br />Amos and Mr. Davey Amos. <br /> <br /> Mr. Marshall presented an overview of Petition 97-01, including the Staff <br />Analysis and maps showing the location of the property. The petition involved two <br />petitioners: (1) John T. and Debbie Drye and (2) Harold Wensil, Jr. The Dryes <br />have requested a change from Medium Density Residential to Limited Commercial to <br />allow a vacant commercial building to be used for a commercial activity. Mr. <br />Wensil has requested that two parcels, currently zoned Limited Commercial and <br />Medium Density Residential, be rezoned to General Commercial - Special Use to <br />bring an existing use (Interstate Plumbing) into conformance. The Special Use <br />permit would provide for the specific uses of Plumbing Contractor, Plumbing <br />Supplies/Materials/Services and Real Estate and Investment. Also, Mr. Wenstl has <br />agreed to the following conditions: (1) all parking in the front lot to be paved; <br />(2) landscaping in the front area around the existing building to be improved and <br />upgraded; (3) a new driveway cut to facilitate ingress/egress; (4) awnings placed <br />over doors on the existing building to improve its appearance; (5) no more than <br />10,000 square feet of warehouse on the rear parcel; (6) meet all buffer and <br />landscape requirements in the zoning ordinance; (7) no increase in large tractor <br />trailer traffic; (8) no operation on Sundays; and (9) the entrance to the <br />existing building will be moved from the front to the side. In conclusion, Mr. <br />Marshall reported that both staff and the Planning and Zoning Commission had <br />recommended approval of Petition 97-01. However, Mr. Davey Amos had appealed the <br />decision by the Planning and Zoning Commission. <br /> <br /> <br />
