252 <br /> <br />DRAFT <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commlasloners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, March 17, 1997, at 6:30 P.M. <br /> <br />Present - Chair: Sue B. Casper <br /> Vice-Chair: Carolyn B. Carpenter <br /> Commissioners: Jeffrey L. Barnhart <br /> Kenneth Mills <br />Absent - Commissioner: Franklln C. Niblock, Jr. <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., Gounty Manager; Mr. David <br />Williams, Attorney with Hartsell, Hartsell, Spatnhour and Shelley; and Mrs. <br />Frankie F. Bonds, Clerk to the Board. <br /> <br />Chair Casper called the meeting to order at 6:30 P.M. <br /> <br /> Boy Scout Troop 94 of the Mt. Pleasant Lion's Club conducted the <br />Presentation of Colors ceremony. Scouts Aaron Mowrer, Brandon McSwain and Paul <br />Culp participated in the ceremony. <br /> <br /> Reverend Keith Bingham of the Epworth United Methodist Church gave the <br />invocation. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Mills and <br />unanimously carried, the minutes of February 17, 1997 were approved as written. <br /> <br />Approval of the A~enda <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Mills and <br />unanimously carried, the Board agreed to add a Proclamation for County Government <br />Week to the Consent Agenda as Item C-12. <br /> <br /> UPON MOTION of Commissioner Mills, seconded by Commissioner Barnhart and <br />unanimously carried, the Board approved the agenda as amended. <br /> <br />NEW BUSINESS CONSENT <br /> <br />Road Petitions - Additions to State System (Terrill Ridde Drive, Olde Cedar Court <br />and Ashbury Lane} <br /> <br /> UPON MOTION of Commissioner Mills, seconded by Commissioner Barnhart and <br />unanimously carried, the Board approved the addition of Terrill Ridge Drive, Olde <br />Cedar Court and Ashbury Lane to the State secondary road system. <br /> <br />BudKet Amendment - Community Development (HOME Program} <br /> <br /> UPON MOTION of Commissioner Mills, seconded by Commissioner Barnhart and <br />unanimously carried, the Board adopted the following budget amendment. <br /> <br />BUDGET REVISION/AMENDMENT REQUEST <br /> <br />DEPARTMENT OF COMMUNITY DEVELOPMENT <br />AMOUNT: $125,000.00 <br />TYPE OF ADJUSTMENT: Supplemental Request <br />PURPOSE OF REQUEST: To set up the HOME Program Budget <br /> <br />Line Item Present Approved <br />Account Number Budget <br />41-9-36-40-383 0.00 <br />Sub Cont Const - HREHC-1 <br />41-6-36-40-902 0.00 <br />Contribution from Gen Fund <br />41-6-36-40-432 0.00 <br />Home Consortium Revenues <br /> <br /> Revised <br />Increase Decrease Budget. <br />125,000.00 125,000.00 <br /> <br />25,000.00 25,000.00 <br />100,000.00 100,000.00 <br /> <br />BudKet Amendment - Rocky River Elementary School <br /> <br /> UPON MOTION of Commissioner Mills, seconded by Commissioner Barnhart and <br />u~tanlmously carried, ~he Board adopted the followin~ budget amendment. <br /> <br /> <br />
