Board of Commissioners Meeting 4/19/97 <br /> <br />Request permission to send out RFP to migrate all systems off the mainframe over the next three <br />years. Replace existing legacy COBOL systems with software that is Year 2000 compliant and take <br />advantage of new client server technology. <br /> <br />Year 2000 - What's the problem? <br /> <br />Cabarrus County's legacy Tax and Accounting systems were written 25 years ago when disk storage <br />was very expensive. To save space, programmers only stored the last 2 digits of the year when saving <br />a date. <br /> <br />To explain why this is a problem, consider how you calculate a persons age. I was bom in 1962, so I <br />subtract 62 from 97 which equals 35. Now calculate my age in the year 2000 using the same method. <br />Subtract 62 from 00, and t am -62. I haven't been bom yet. <br /> <br />To rectify this problem every file and database field that uses a 2 digit year must be expanded to a 4 <br />digit year. Every program that accesses the changed files/databases must also be updated. <br /> <br />Legacy Systems - Why replace existing mainframe COBOL systems? <br /> <br />* Tax and Accounting systems are over 20 years old. <br />· Tax and Accounting systems are not integrated. <br />· Users must be off the system to run batch processing. (AP, GL, Payroll, etc.) <br />· All programs are written in DOS COBOL and must bo migrated to COBOL LE for year 2000 <br /> conversion. <br />· All programs and data sets that use a two digit year must bo modified for year 2000. <br />· Users must depend on IS to create special reports. <br />· Users can not easily query their data. <br />· Accounting system is updated in batch mode, no access to live account balances. <br /> <br />Migrate all systems offthe mainframe over the next three years. Replace existing legacy COBOL systems <br />with software that is Year 2000 compliant and take advantage of new client server technology. <br /> <br />Goal: Complete migration off mainframe by December 1999. <br /> <br />Project cost $1.4 Million or $300,000.00/year on a 5 year lease purchase. <br /> <br />This would require · Personal computers or network computers to replace dumb terminals. <br /> · Network equipment upgrades. <br /> · Purchase of UNIX Servers. <br /> · Purchase of UNIX based open systems software for Accounting, Tax, Haman Resources, Building <br /> Permits, Voter Registration, Jury Selection, Register of Deeds. <br /> · IS would convert the remaining systems, Parks and Rec., General Services, Ambulance, and <br /> Aging to client server systems. <br /> <br />l.Year 2000 Compliant Software <br />2.Integrated Tax & Accounting systems <br />3.Eliminate many printed paper reports <br />4. Users can work during batch processing <br />5.Enhanced user capabilities <br />6. Users can create their own reports <br />7.Expand upon new network technology <br />8.Eliminate mainframe hardware/software. <br />9.Eliminate future line item personnel. <br /> <br />1.Initial capital outlay for software, hardware <br /> and training. <br />2.Train users to use new soft,yarc and PC <br /> network <br />3.Ne~,.o.,[~ ~upport staff needed <br /> <br /> <br />
