A first re- sponder program is a logical and economically fea- sible way to ensure that prehospital care is avail- able to the rural citizens in the first minutes when life or death may be decided. (Ord. of 12-7-92(2), § 1) Sec. 26-52. Requirements for certification of a first responder agency or an in. dividual first responder. (a) No agency or department shall furnish, op- erate, conduct, maintain, advertise, be engaged in or profess to be. engaged in service as a first re- sponder agency unless that agency holds a cur- rently valid certificate to operate as a first re- sponder issued by the county office of emergency medical services and approved by the county board of commissioners or its designated representa- five. (b) No person shall operate, conduct, maintain, advertise, be engaged in or profess to be engaged in business or service of a first responder unless that person is affiliated with a certified first re- sponder agency and holds a currently valid certif- icate to operate as a first responder issued by the county office of emergency medical services and approved by the agency's fire chief or designee. (Ord. of 12-7-92(2), § 2) Sec. 26.53. Application and grantingprocess for certification as a first re- sponder or an individual first re- sponder. (a) Application for a certificate to operate as a first responder agency in the county by an appli- cant agency shall be filed with the county office of emergency medical services. This application shall be made upon such forms as may be prepared by the county office of emergency medical services and shall contain: (1) The name and address of the applicant agency. !2) The fire district in which it will operate. (3) A plan describing how the agency will re- spond when dispatched on first responder calls. (4) Any information the county office of emer- gency medical services shall deem reason- ably necessary for a fair determination of the capacity of the applicant agency to pro- vide first responder service in the service area in accordance with county require- ments. (b) Upon receipt of an application approved by the advisory board, a certificate .to operate as a first responder agency in the county, the count,v office of the emergency medical services will for- ward such applications to the county board of com- missioners for their approval. (c) The county board of commissioners shall ap- prove or disapprove all applications for first re. sponder agency status and grant certificates to operate as a first responder agency in the county. (d) Application for a certificate to function as an individual first responder in the county by an applicant shall be filed with the county office of emergency medical services by the fire chief or his designee with proper approval from the corpo- rate board of directors. This application shall be made upon such forms as may be prepared by the county emergency medical services and shall con- rain: (1) The name, age, social security number, driv- er's license number, and address of the ap- plicant individual. (2) The dates, location, and instructor of a suc- cessfully completed basic first responder training course by the applicant individual. (3) The name of the first responder agency with which the applicant individual is to be af- filiated. (e) Upon receipt of application for certificate to operate as an individual first responder in the county, the director of emergency medical ser- vices or his designated representative will ap- prove or disapprove all applications based on cri- teria in section 26-55.
