EMERGENCY SERVICES § 26-~3 <br /> <br />to the citizens so that life sustaining measures <br />may be given in the first few minutes after the <br />occurrence of an accident or illness. A first re- <br />sponder program is a logical and economically fea- <br />sible way to ensure that prehospital care is avail- <br />able to the rural citizens in the first minutes when <br />life or death may be decided. <br />(Ord. of 12-7-92(2), § 1) <br /> <br />Sec. 26-52. Requirements for certification of <br /> a first responder agency or an in. <br /> dividual first responder. <br /> <br /> (a) No agency or department shall furnish, op- <br />erate, conduct, maintain, advertise, be engaged in <br />or profess to be. engaged in service as a first re- <br />sponder agency unless that agency holds a cur- <br />rently valid certificate to operate as a first re- <br />sponder issued by the county office of emergency <br />medical services and approved by the county board <br />of commissioners or its designated representa- <br />five. <br /> <br /> (b) No person shall operate, conduct, maintain, <br />advertise, be engaged in or profess to be engaged <br />in business or service of a first responder unless <br />that person is affiliated with a certified first re- <br />sponder agency and holds a currently valid certif- <br />icate to operate as a first responder issued by the <br />county office of emergency medical services and <br />approved by the agency's fire chief or designee. <br />(Ord. of 12-7-92(2), § 2) <br /> <br />Sec. 26.53. Application and grantingprocess <br /> for certification as a first re- <br /> sponder or an individual first re- <br /> sponder. <br /> <br /> (a) Application for a certificate to operate as a <br />first responder agency in the county by an appli- <br />cant agency shall be filed with the county office of <br />emergency medical services. This application shall <br />be made upon such forms as may be prepared by <br />the county office of emergency medical services <br />and shall contain: <br /> <br />(1) The name and address of the applicant <br /> agency. <br /> <br />!2) The fire district in which it will operate. <br /> <br />(3) <br /> <br />A plan describing how the agency will re- <br />spond when dispatched on first responder <br />calls. <br /> <br />(4) <br /> <br />Any information the county office of emer- <br />gency medical services shall deem reason- <br />ably necessary for a fair determination of <br />the capacity of the applicant agency to pro- <br />vide first responder service in the service <br />area in accordance with county require- <br />ments. <br /> <br /> (b) Upon receipt of an application approved by <br />the advisory board, a certificate .to operate as a <br />first responder agency in the county, the count,v <br />office of the emergency medical services will for- <br />ward such applications to the county board of com- <br />missioners for their approval. <br /> <br /> (c) The county board of commissioners shall ap- <br />prove or disapprove all applications for first re. <br />sponder agency status and grant certificates to <br />operate as a first responder agency in the county. <br /> <br /> (d) Application for a certificate to function as <br />an individual first responder in the county by an <br />applicant shall be filed with the county office of <br />emergency medical services by the fire chief or <br />his designee with proper approval from the corpo- <br />rate board of directors. This application shall be <br />made upon such forms as may be prepared by the <br />county emergency medical services and shall con- <br />rain: <br /> <br />(1) <br /> <br />The name, age, social security number, driv- <br />er's license number, and address of the ap- <br />plicant individual. <br /> <br />(2) <br /> <br />The dates, location, and instructor of a suc- <br />cessfully completed basic first responder <br />training course by the applicant individual. <br /> <br />(3) <br /> <br />The name of the first responder agency with <br />which the applicant individual is to be af- <br />filiated. <br /> <br /> (e) Upon receipt of application for certificate to <br />operate as an individual first responder in the <br />county, the director of emergency medical ser- <br />vices or his designated representative will ap- <br />prove or disapprove all applications based on cri- <br />teria in section 26-55. <br /> <br />CD26:5 <br /> <br /> <br />
