A request for this funding is made annually <br />and the Division of Aging allows a cost of living percentage increase in the unit rate each <br />year. <br /> <br />The program requirements specify that a higher unit rate must be approved by the Board <br />of County Commissioners and justification included in the plan. <br /> <br />The present unit rate for reimbursement oflHA services is $7.8899 and the allowable <br />cost of living increase is 3.33 percent to a rate of $8.15 per hour. <br /> <br />When funding was first received, the program was staffed by part-time staffpaid hourly <br />wages with no benefits. Due to revisions in the IHA policies by the State, the program <br />must be licensed by the Division of Facility Services. These changes require orientation <br />and on-going training and supervision. The county has approved benefits for all part-time <br />staffthat includes vacation, holiday and sick leave. In addition, the 401k plan, retirement <br />benefits and performance based evaluations are now a part of the benefit package for <br />these employees. <br /> <br />A cost study of the II-IA Program has determined that the direct cost for IHA services is <br />$10.41 per hour plus expenses for supplies, mileage, training and contracting for RN <br />supervision, at $.25 for a total of $10.66 for the IHA cost. <br /> <br />The unit reimbursement rate must also cover the administrative cost of the service and the <br />social worker/case management cost to coordinate services. A cost study of case <br />management services has determined this cost to be $47.99 per hour. <br /> <br />We are requesting approval for a unit rate of $11.60 which is the same as the <br />present allowable rate for CAP/DA/n-Home Aide Services.
