Day, Deputy County <br />Date: May 14, 1997 <br />Re: Renovation of Former K-Mart Building <br /> <br />Bids for renovation of the former K-Mart building in Kannapolis (future Cabarrus County <br />Human Services Center) were opened May 1. The low single prime bid is $2,951,000 <br />from Edison Foard, Inc., which is $98,000 over budget. The low multi-prime bids total <br />$2,901,395, which is $48,395 over budget. A bid tabulation is attached for your <br />information. <br /> <br />I recommend the award of construction contracts to the Iow multi-prime bidders as listed <br />on the Agenda Item Cover Page, and the hiring of low multi-prime general construction <br />bidder Edison Foard, Inc. for construction management for a flat fee of $21,000 (see <br />attached proposal from Edison Foard). The low multi-prime bids and construction <br />management services total $2,922,395, or $28,605 less that the low single prime bid. <br /> <br />Prior to construction, the County must remove approximately 7,000 square feet of floor <br />tile that contains asbestos. The projected asbestos abatement cost is approximately <br />$20,000, which brings the total project cost (including architect fees) to $3,049,395, or <br />$89,395 over budget. Piedmont Behavioral Healthcare will provide $50,000 to offset this <br />deficit. The remaining $39,395 is available for transfer from the existing Department of <br />Social Services budget. Budget amendments reflecting these transfers are attached.
