Clifton, Jr. <br />County Manager <br />Cabarrus County <br />Governmental Center <br />65 Church Street, S.E. <br />Concord NC 28025 <br /> <br /> Many of Union County's turkey growers are being shut down by their producer, <br />Wampler, because of the epidemic of Poult Enteritis Mortality Syndrome. These farmers <br />have lost their main source of income and as of January 1, 1998, will be removed from <br />the Use Value Deferment Program. <br /> <br /> The Union County Board of Commissioners has great concem for our farmers <br />whose lives have been so greatly impacted by the disease which has hit the turkey farms. <br />For that reason, the Board of Commissioners of Union County adopted the enclosed <br />resolution asking for legislation which will allow a two-year moratorium for those <br />farmers who fail to meet the "actual production" requirement and will allow the Assessor <br />to leave these farmers in the Use Value Deferment Program until they can recover. <br /> <br /> Union County has requested its legislative delegation to introduce and seek <br />enactment of legislation for the purpose of affording tax relief to turkey growers who <br />would otherwise be disqualified from the Use Value Deferment Program as a result of <br />affliction to their flocks by PEMS. <br /> <br /> I am asking that you review the attached resolution and ask the Board of County <br />Commissioners of your county to contact your legislators to endorse the proposed <br />legislation. <br /> <br />If you have any questions, please do not hesitate to contact me. <br /> <br /> Sinc. erely, <br /> <br />' Gary A.
