Purposed Change (AMENDED)
Cabarrus County Personnel Ordinance
Article IX, Employee Benefits
,Section 4

Section 4. Insurance Benefits

The County purchases basic group health and life insurance benefits for:

(a)

current full-time employees -- with coverage beginning the first day of the month
after a full month of employment and ending on the last day of the month when
separation occurs, and

retirees fi.om County service under the North Carolina Local Governmental
Employees' Retirement System subject to the requirements listed under Schedule
"A" of Article VI, Section 6 of this ordinance -- with coverage continuing fi.om
their last employment date until they become eligible for Medicare (or reach the
age where they would have had such benefits if they had been qualified for Social
Security).

Optional group health and life insurance programs are available through payroll deduction for
full-time employees.

Retirees covered under (b) may purchase dependent health coverage through a County group
plan. Changes in number of dependents covered may only occur at an annual open enrollment or
when there is a qualifying event, as defined for Internal Revenue Service Code Section 125
purposes. Retirees that earned annual leave under Schedule B, while actively employed with
the County, may only purchase health insurance coverage for themselves and their eligible
dependents to the extent mandated by the Consolidated Omnibus Budget Act (COBRA). Other
optional or supplemental County sponsored health and life insurance programs will not be
available to retirees.
