REGISTER OF DEEDS <br /> <br />SUBJECT: RESOLUTION FOR <br /> FILING DEADLINE <br /> <br />I request you consider a resolution permitting this office to cease filing land <br />related instruments at 4:~0 P. M. Monday through Friday. <br /> <br />This office would continue to remain, open from 8 A. M. to 5 P. M. to provide <br />services such as dispensing copies of vital records, issuing marriage licenses, <br />providing research time and other customer related activities. <br /> <br />The adoption of this filing deadline would greatly enhance our ability to cope with <br />the workflow and would afford us the opportunity to closeout our day in a more <br />timely and efficient manner. <br /> <br />Many times we experience two or three customers filing documents from 4:45 P. M. to <br />5 P. M. hampering our closing out at 5 P. M. These documents must be verified to be <br />recordable by state law, clocked in, receipted and placed on the temporary index <br />before we can start our final auditing process. Each day we must check our recorded <br />instruments against the temporary index as to the number of deeds, deed of trusts <br />and other instruments recorded. We must then check the number of instruments <br />against our receipts and balance our cash drawers. This is necessary for daily <br />auditing purposes. <br /> <br />I am aware of three counties, Brunswick, Randolph and Chatham, that hava earlier <br />closing for land record recordings. Mecklenburg County has a sign stating you <br />should be in line by 4:30 P. M. to file, but there has been no resolution by the <br />Commissioners. <br /> <br />The Board of Commissioners, under the authority to establish office hours for the <br />Register of Deeds Office, is authorized to establish a cutoff time for registering <br />instruments earlier than the regular closing time.
