McVay <br /> <br />The Assessor's office and this office discussed the pros and cons of <br />requiring the addition of the township, map and parcel number on deeds prior <br />to being filed in the Register of Deeds office. <br /> <br />The consensus is that this requirement would expedite the processing of deeds <br />in the Assessor's Land Records Division since the person filing the document <br />would be present to answer questions about description of the land or <br />ownership. <br /> <br />This procedure would also greatly assist the Assessor's Appraisal Department <br />regarding sales ratio studies required by The North Carolina Department <br />of Revenue. <br /> <br />The Assessor's office would have a color coded message on each deed to <br />indicate that it had been reviewed by that office. This office would not file <br />deeds not reviewed and verified by Land Records. <br /> <br />G.S. 161-14 states "The Register of Deeds shall immediately register all written <br />instruments presented to him for reqistration unless this duty is restricted <br />or qualified by some other statute." <br /> <br />A resolution by The County Colm~ission stating that all deeds must be verified <br />by the Assessor's Land Records Division prior to being recorded would relieve <br />this office of any liabilities that could occur under G.S. 161-14. <br /> <br />If this request is granted we would desire that it be effective September 1, <br />1997.
