Mr. Frank W. Clifton, Jr. - Page 3 <br /> <br />Private Sector representatives shall be selected from among individuals <br />nominated by general purpose business organizations in the county. The <br />number of nominations shall be at least 150 percent of the number of private <br />sector individuals to be appointed in the county. Such nominations, and the <br />individuals selected from such nominations, shall reasonably represent the <br />industrial and demographic composition of the business community. Whenever <br />possible, at least one-half of such business and industry representatives shall <br />be representatives of small business (500 or fewer employees), including <br />minority business. All private sector representatives must be active with their <br />company or business (non-retiree). <br /> <br />Private sector representatives, who shall constitute a majority of the <br />membership of the WDB, shall be owners of business concerns, chief <br />executives or chief operating officers of nongovernmental employees, or other <br />private sector executives who have substantial management, recruitment, <br />hiring, or policy responsibility. <br /> <br />Education representatives shall be selected from among individuals nominated <br />by local educational agencies, vocational education institutions, institutions of <br />higher education, or general organizations of such agencies and institutions, <br />and by private and proprietary schools or general organizations of such <br />schools in the county. <br /> <br />Labor representatives shall be selected from individuals recommended by <br />recognized State and local labor federations. <br /> <br />The remaining members of the WDB (Vocational Rehabilitation, Public <br />Assistance, Economic Development, Public Employment Service) shall be <br />selected from individuals recommended by interested organizations. <br /> <br />Representatives of Organized Labor and Community-Based Organizations <br />shall constitute not less than 15 percent of the membership of the council <br />(Total for ail 6 Centralina SDA counties). <br /> <br />The Centralina Workforce Development Board meets every other month. The <br />WDB is designed to be the all-encompassing planning board/council for the <br />development of a comprehensive workforce development plan for the region. <br />The WDB initiates planning, coordination, and integration of various workforce <br />preparedness services at the local level, in addition to compiling labor market <br />information and conducting analysis. The Workforce Development Board plays <br />a key role in the new block grantJworkforce development system designed to <br />better meet the needs of dislocated workers and other individuals seeking to <br />enter or re-enter the labor force. Among the duties of the WDB, the chartering <br />of JobLink/One-Stop Career Centers is one of the most important since the <br />centers have direct, daily contact with citizens in the counties. The WDB is <br />also responsible for assuring local JobReady (School-To-Work) and Work First <br />(welfare reform) programs and services are properly coordinated in a <br />seamless delivery system throughout the region. <br /> <br /> <br />
