286 <br /> <br />DRAFT <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Multi-Purpose Room at the Cabarrus County Governmental Center in <br />Concord, North Carolina on Thursday, April 24, 1997, at 7:00 P.M. <br /> <br />Present - Chairman: Sue B. Casper <br /> Vice-Chairman: Carolyn 5. Carpenter <br /> Commissioners: Jeffrey L. Barnhart <br /> Franklin C. Niblock, Jr. <br />Absent - Commissioner: Kenneth Mills <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. John Day, <br />Deputy County Manager for Operations; and Mrs. Frankie F. Bonds, Clerk to the <br />Beard. <br /> <br /> The Board met in joint session with the Parks and Recreatto~ Commission. <br />Commission members present for the meeting included Chairman Tom Lewis and <br />Members Margaret Hagerty, Andrea Palo, Mike Phillips, Giles Goodman, Glna Lowery, <br />Tom Lewis and Bob Misenhelmer. Staff members present for the meeting were Mr. <br />Steve Little, Parks and Recreation Director; Ms. Londa Strong~ Assistant <br />Director; and Ms. Dollie 3oyner, Secretary. <br /> <br /> Chairman Casper called the meeting to order at 7:00 P.M. <br /> <br />Additions to A~enda <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Carpenter <br />and unanimously carried, the Board agreed to add the following items to the <br />agenda: (1) Emergency Medical Services Week Proclamation; and (2) Discussion of <br />proposed legislation regarding a local option one cent sales tax and a one <br />percent land transfer tax. <br /> <br />Proclamation - Emergency Medical Services Week <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Carpenter <br />and unanimously carried, the Board adopted the following Proclamation. <br /> <br />PROCLAMATION <br /> <br />WHEREAS, Emergency Mecl[cal Services personnel provide essential <br /> lifesaving medical care to the citizens of Cabarrus <br /> County in need 24 hours a day, seven days a week; and <br />WHEREAS, several hundred paramedics, emergency medical <br /> technicians, firefighters, first responders, emergency <br /> room physicians and nurses are involved in providing <br /> emergency care around the clock; and <br />WHEREAS, a large number of these individuals unselfishly <br /> volunteer Lheir time to provide this valuable service; <br /> <br />WHEREAS, the members of emergency medical services teams, whether <br /> career or volunteer, engage in thousands of hours of <br /> specialized training and continuing education to enhance <br /> their lifesaving skills; and <br />WHEREAS, recognition is due all these individuals to show <br /> appreciation for the value and the accomplishments of <br /> all of these individuals who serve on behalf of all <br /> Cabarrus County residents. <br />NOW, THEREFORE, BE IT RESOLVED that we, the Cabarrus County Board of <br />Commissioners, hereby proclaim the week of May 18 - 24, 1997 as <br /> CABARRUS COUNTY EMERGENCY MEDICAL SERVICES WEEK <br />This the 24th day of April, 1997. <br /> <br /> /s/ Sue B. Bonds, Clerk to the Board <br /> <br />,Proposed Local Legislation <br /> <br /> Chairman Casper reported that Representative Richard Moore had advised her <br />there is no possible way to pass the proposed legislation including both the <br />local option one cenc sales tax and the local option one percent land transfer <br /> <br />the two items and/or prioritizing them. <br /> <br /> <br />
