307 <br /> <br /> Mr. Bill Babb of 590 Westwood Avenue, Kannapolis, supported a moratorium <br />as a means of dealing with the issue of growth. <br /> <br /> Ms. Jo Coble commented on the growth in the county and the needs of the <br />schools. She stated she personally supported an impact fee and called on the <br />builders/developers to assume respons£bility for the number of people moving to <br />county. <br /> <br /> Mr. Manuel Kiser of 7676 Flowes Store Road, Concord, suggested that the <br />city and county have caused the rapid growth with their recruitment efforts for <br />new companies. He publicly apologized for his efforts to recruit Philip Morris <br />to Cabarrus County. Mr. Kiser called for double shifts in the schools and for <br />all schools to be bullt from the same plan ~s a means to save money. <br /> <br /> A motion was made by Commissioner Carpenter and seconded by Commissioner <br />Mills to appoint a moratorium alternative task force to be in effect for 60 days <br />and to bring suggestions back to the Board at that time. Members of the task <br />force were to be as follows: Two members of the Board of Commissioners; <br />Superintendents/Chairmen of the two school systems; Mr. Tom Ramseur of the <br />Cabarrus Chamber of Commerce; Mr. Tom Dayvault of the Kannapolls Chamber of <br />Commerce; President of the Homebuilder's Association; Ms. Kelly Clark; Mr. <br />Everette Cilliam, Mr. Bill Dover of the Realtor's Association; Mr. Mike Brown; <br />a Banker; Mayor or Council member from each of the municipalities; member of the <br />Planning and Zoning Commission; and Mr, Greg Cummings of Philip Morris. The <br />motion was amended after discussion for the task force to submit recommendations <br />to the Board in 70 days. The motion failed with Commissioners Carpenter and <br />Mills voting for and Commissioners Barnhart and Niblock and Chairman Casper <br />voting against. <br /> <br /> There was lengthy discussion regarding the proposed legislation for a <br />local option sales tax and the need for local support in order to secure approval <br />by the General Assembly. Board members asked the Realtors and developers to <br />notify legislators of their support of the proposed legislation. <br /> <br /> Mr. Hartsell discussed the politics involved with the consideration of the <br />proposed legislation by the General Assembly. <br /> <br />Board took no action on the moracoria alternatives presented by staff. <br /> <br />Discussion Regarding the Allowance for Mobile Home Parks in the Cabarrus County <br />Zonin~ Ordinance - Commissioner Barnhart <br /> <br /> Commissioner Barnhart introduced discussion concerning the allowance for <br />mobile home parks in the Cabarrus County Zoning Ordinance. The Ordinance permits <br />mobile home parks only in the High Density Residential zoning district. <br /> <br /> Mr. Marshall outlined two options for changing the approval process for <br />mobile home parks: (1) Make mobile home parks a conditional use in the High <br />Density Residential district; and (2) Eliminate mobile home parks as a permitted <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Chairman Casper and <br />unanimously carried, the Board referred the issue of mobile home parks to the <br />Planning and Zoning Commission for consideration of the options regarding the <br />approval process. Recommended changes are to be brought back to the Board. <br /> <br /> Mr. Chris Sinclair of the North Carolina Manufactured Housing Institute <br />offered to assist ~taff in this matter. <br /> <br />Provision of Retiree Health and Life Insurance Benefits Through Use of a Revised <br /> <br />Employee Annual Leave gchedule and Other Early Retirement Incentives - Adoption <br />of Personnel Ordinance Amendments and a Retirement Incentive Plan <br /> <br /> Mr. Don Moorhead, Human Resources Director, reviewed the proposed <br />amendments to the Cabarrus County Personnel Ordinance and the proposed Retirement <br />Incentive Plan. <br /> <br /> Mr. Don Calderwood complained that the Board had failed to take action to <br />address the problems associated with growth during the past four years. He <br />stated a 1993 study by the Planning and Zoning Department had warned of these <br />problems. <br /> <br /> <br />
