DRAFT <br /> WHEREAS, Gabarrus County serves as a major partner in the <br />public education system, contributing its share of funding to <br />elementary and secondary schools; and <br /> <br /> W~EREAS, the Cabarrus County Board of Commissioners recognizes <br />the importance that all children have the opportunity for a high <br />quality education to better prepare them for the future; and <br /> <br /> WHEREAS, the Board of Commissioners further recognizes that <br />well-trained, highly qualified teachers are essential in providing <br />the educational opportunity that each child deserves; and <br /> <br /> WHEREAS, the major components of the Excellent Schools Act <br />include the following: Raising academic standards in reading, <br />writing and math: Raising standards and accountability for teachers; <br />and Providing higher pay for performance to teachers. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Cabarrus County Board <br />of Commissioners does hereby endorse the Excellent Schools Act and <br />encourage its enactment by the North Carolina General Assembly. <br /> <br /> Adopted this the 21st day of April, 1997. <br /> <br /> /s/ Sue Casper <br /> Sue Casper, Chair <br /> , Cabarrus County Board of Commissioners <br />ATTEST: <br />/s/ Frankie F. BOllCls, (;h~rk to tile Bc~ard <br /> <br />Resolution Suppo~tin~ the Smart Start Application for Cabarru$ County <br /> <br /> UPON MOTION of Co~mnissioner Carpenter, seconded by Commissioner Mills and <br />unanimously carried, the Board adopted the following Resolution. <br /> <br />RESOLUTION NO. i997-08 <br /> <br />RESOLUTION IN SUPPORT OF SMART START <br /> FOR CABARRUS COUNTY <br /> <br /> WHEREAS, Smart Start is a comprehensive initiative designed <br />to provide every child in North Carolina access to affordable, high <br />quality early childhood education, health care and other crucial <br />services for young children and their families; and <br /> <br /> WHEREAS, 55 of the 100 counties in North Carolina currently <br />participate in the Smart Start program and the remaining 45 <br />counties, including Cabarrus County, are being given the opportunity <br />to apply for funding at this time; and <br /> <br /> WHEREAS, Cabarrus County has experienced a trelnendous increase <br />in residential growth over the past five years and the increasing <br />pressures of this rapid population growth have intensified the <br />burden of providing services to young children and their families; <br />and <br /> <br /> WHEREAS, the Cabarrus County Board of Commissioners recognizes <br />that access to a high quality early childhood education, affordable <br />child care and health care ts fundamental to the success of the <br />children of Cabarrus County; and <br /> <br /> WHEREAS, the Board of Commissioners understands the importance <br />of developing a comprehensive service delivery system to improve the <br />quality of life for the young children and their families in <br />Cabarrus County and to ensure that all children enter school ready <br />to learn; and <br /> <br /> WHEREAS, representatives from business, government, education, <br />health care, churches, child care, non-profit groups, parents and <br />concerned citizens have Joined together in a broad-based <br />collaborative effort to develop Cabarrus County's application for <br />Smart Start. <br /> <br /> <br />
