WEATHERIZATION / HOUSING AND HOME IMPROVEMENT PROGRAM
CABARRUS COUNTY, NORTH CAROLINA

The Cabarrus County Weatherization / Housing and Home Improvement Program is
an on-going program within the Cabarrus County Department of Aging. This
program has developed a relationship with several other agencies and/or
organizations in an effort to eliminate duplication of services, maximize the quality
and quantity of services delivered to the frail elderly and disabled residents of
Cabarrus .County, better utilize volunteer support and increase community
involvement while enhancing the cost effectiveness 5f the overall program and
expanding our local service delivery scope to include applicants that have legitimate
needs yet fail 'to qualify for funding from specific project funds due to a technical
requirement.

We have proven to be extremely successful in our efforts to max/rnize the scope of
service delivery while utilizing existing resources. In other words, to get the most
bang for our buck. Over the past year we have worked directly with several other
county depm~m~ents, local city departments, local non-profit organizations, church
organizations, a local prison unit, the Employment Security Commission, Charlotte
Rehab Center, the AARP and our local Council on Aging. We have even
established an intergenerational program with a local middle school as part of an
on-going program to involve their 6th grade students in a community support project
that will expand thek understanding and awareness of the needs of older adults.
(They assisted in caulking and insulating homes for our Weatherization Program.)
We utilize the resources of our County Planning Dept., Dept. of Social Services,
Health Dept., Home Health Dept., all local City Planning Depts.', the City of
Concord Community Development Dept., the North Carolina and Cabarrus County
Baptist Men's Association, Cabarms County Lutheran Brotherhood, University of
N.C. at Charlotte Gerontology Class, Cabarrus County Cooperative Christian
Ministry, our local AARP, the Cabarrus County Council on Aging and our local
prison unit. The resources provided range from referrals, in-k/nd contributions of
materials and supplies, funding for projects that fail to qualify for standard
programs, to manpower and technical assistance for specific projects. Specific
projects. Several joint projects allows usto provide the maximum service to a local
e/t/zen within the I/mits of our standards but allows other agencies / organizations to
provide additional services that compliment and/or enhance our efforts, thus
maximizing the service received by our client.
