Section 2. Establishment of Piedmont Area Mental Health, Developmental <br />Disabilities, and Substance Abuse Authority. <br /> <br /> There is hereby created and established pursuant to G.S. Chapter 122C-115 ( c ) <br />an area mental health, mental retardation, and substance abuse authority known as <br />Piedmont Area Mental Health, Developmental Disabilities and Substance Abuse <br />Authority (hereinafter sometimes referred to as "Piedmont Area Authority") to provide <br />mental health, developmental disabilities, and substance abuse services in Cabarrus <br />County, Rowan County, Stanly County, and Union County. <br /> <br /> Section 3. Status and Powers and Duties of Piedmont Area Mental Health~ <br />Developmental Disabilities, and Substance Abuse Authority. _. <br /> <br /> Piedmont Area Authority shall be a local political subdivision of the State of <br />North Carolina pursuant to G.S. 122C-116 and shall have the powers and duties conferred <br />upon it by G.S. 122C-117. <br /> <br />Section 4. Structure of Area Board <br /> <br /> The Area Board of Piedmont Area Authority shall meet the requirements of G.S. <br />122C-118. The Area Board shall be initially composed of 19 members with five each <br />from Cabarrus, Stanly and Union Counties and four from Rowan County. As the terms <br />of the fi/ch member from Cabarrus, Stanly and Union Counties expire, no fifth member <br />from those counties shall be appointed, and the Area Board shall thereafter be composed <br />of t 6 members with four from each constituent county of the Area Authority <br /> <br />Section 5. Organization of the Area Board <br /> <br /> The Area Board shall elect a Chair and a Vice-Chair and shall be organized as <br />provided in G.S. 122C-119. <br /> <br />Section 6. Area Director . <br /> <br /> The Area Board shall appoint an Area Director to serve at its pleasure. The Area <br />Director shall be responsible 'for the staff appointments, for implementation of the <br />policies and programs of the board in compliance with rules of the Mental Health <br />Commission and the Secretary of Human Resources, and for supervision of all service <br />programs and staff, as provided by G.S. 122C~121 ..... <br /> <br />Section 7. Budget and Audit Requirements <br /> <br /> Piedmont Area Authority shall maintain its budget in accordance with Article 3 of <br />Subchapter III of Chapter 159 of the General Statutes, the Local Government Budget and <br />Fiscal Control Act, as required by G.S. 122C-144.1 ( c ) A copy of this audit shall be <br /> <br /> <br />
