STAFF ANALYSIS - PETITION 97-11 <br /> <br />The petitioners are requesting a change in zoning from Low Density Residential <br />to General Industrial. This request is for two parcels off U.S. 601 South that total <br />81.6 acres. It is a request to change from one district to another so all uses of <br />General Industrial should be considered in the analysis of this rezoning. <br /> <br />BACKGROUND <br /> <br />The general area around Wallace Road and U.S. 601 South in the Midland <br />community has been zoned for industrial use since the inception of zoning in <br />1982. The adoption of the current ordinance and atlas in 1993 increased the size <br />of the industrial district based on the Midland Area Plan identification of the <br />area as the primary industrial district in the southern part of the County. <br /> <br />Industrial development in the area since 1982 has been mostly small scale with <br />some recent exceptions. The reconstruction of Whitley Manufacturing, the <br />McGee Brothers development off Brick Park Place, and the Corning facility <br />which is currently under construction are those exceptions. <br /> <br />The area has also been improved by the construction and extension of public <br />water and sewer. Public water lines were improved to provide service to <br />Whitley Manufacturing, and more recently the opening of the Muddy Creek <br />Wastewater Treatment Plant has permitted the extension of public sewer service <br />to the area. The Corning facility will require additional improvements to the <br />water service and extension of sewer lines south of Wallace Road. <br /> <br />ANALYSIS <br /> <br />The staff recommends this rezoning be approved. While this is a large industrial <br />district, the construction of the Corning facility on a 150 acre parcel has greatly <br />decreased the amount of open industrial property. The parcels r~quested for <br />rezoning are located on a major highway and can be serviced by public utilities. <br />The only concern is with this rezoning is that there are some residences to the <br />south of the property, but the screening and buffering standards of the Zoning <br />Ordinance mitigate that concern. <br /> <br /> <br />
