grig CA?IOI. I ~,q

May 5, 1997

Mr. Harold B. McEachern, General Manager
Cabarms County Agricultural Fair, Inc.
Post Office Box 563
Concord, North Carolina 28026

Dear Harold:

This correspondence is a follow up to our Friday meeting with State officials about the property
adjacent to Stonewall Jackson School and our telephone conversation of Monday, May 5.

Fkst, although there are several other issues to be addressed, it does appear staffofthe Division of
Youth Services sees merit in the proposals outlined for use of the State owned land next to SWJ
School. Certainly, no commitments are in-hand; but it appears that a thorough consideration of any
proposals submitted will be likely. County staff will proceed with efforts required to formulate
alternatives to be presented to the State.

Friday's meeting left the impression that the Fair Board has little interest in pursuing alternative
locations for the Fair. Our conversation Monday morning indicated you want those options to rern'ain
open; however, the current Fair Board may choose to remain at its current site. Certainly, the Fair
Board will have to make any final decision regarding the Fair's future.

I do want to point out certain factors that the Fair Board may not be fully aware of at this time. The
County has leased the former K-Mart facility on Highway 601/136 in Kannapolis. The County will
spend $3 million renovating that facility for an estimated lease period of 10-15 years. It is anticipated
the County will then sell its Highway 601/29 property adjacent to the current Fair.

Revenues from the sale of that property will offset K-Mart renovation costs and provide funding for
other County construction projects as approved by the County Commission. The K-Mart renovations
are expected to take 300 days with occupancy to occur shortly thereafter. Therefore, the County's
property adjacent to the fairgrounds will be able to be sold within a one-year time frame.

The Fair now leases County property adjacent to its site for parking on a year-to-year basis. Once
the County property is sold, it is uncertain that it would be available for fair parking. The Fair Board
needs to be aware of these issues when it deliberates about the Fair's future.

Office of the County Manager

Box 707 · Concord, NC 28026,0707 · (704)78~-81(~0 · Charlotte 375-0829
