The County staff reserves the right to require preparation and <br />approval of a Plan in any instance where extensive control <br />measures are required. <br /> <br />Section 16 Per,i~its <br /> <br />No person shall undertake any land-disturbing activity subject to <br />this Ordinance without having first obtained a permit therefore <br />from the County staff except that no permit shall be required for <br />any land-disturbing activity: <br /> <br />o <br /> <br />For the purpose of fighting fires; or <br />For the stock piling of raw or processed sand, stone, or <br />gravel in material processing plants and storage yards, <br />provided that sediment control measures have been utilized <br />to protect against off-site damage; or <br />That does not exceed one (1) acre [except as provided in <br />Section 6(a)(2)] in surface area. In determining the area, <br />lands under one or diverse ownership being developed as a <br />unit will be aggregated. <br /> <br />Although a permit is not required for activity comprising <br />less than one (1) acre [except as provided in Section 9(a)(2)], <br />such activity shall be subject to all other requirements of this <br />Ordinance and any other applicable standards or <br />ordinances adopted by Cabarrus County. <br /> <br />b. Cabarrus County may establish a fee if considered necessary. <br /> <br />Section 17 Erosion and Sedimentation Control Plans <br /> <br />ao <br /> <br />Persons conducting land-disturbing activity shall be responsible <br />for preparing a Plan for all land-disturbing activities subject to this <br />Ordinance whenever the proposed activity is to be undertaken on a <br />tract comprising more than one (1) acre [except as provided in <br />Section 6(a)(2)]. <br /> <br />A pre-submittal conference with County staff shall take place at <br />least ten (10) days prior to submittal of the Plan. <br /> <br />At the pre-submittal conference, the County staff shall inform the <br />applicant of the processes involved with Plan review and approval, <br />issuance of a permit, and the relationship of said permit with <br />zoning, building code, and other land-use regulations in effect in <br /> <br />15 <br /> <br /> <br />
