Clifton, Jr., County Manage <br /> <br />RE: August 12, 1997 Agenda Presentation by the Middleton Homeowners <br /> <br />Per discussions with Commissioner Carpenter, homeowners from Middleton Subdivision plan t° <br />attend the August 12 meeting and address the County Commissioners. Ms. Carpenter met with the <br />group on July 31 to discuss and view flooding issues. From that meeting, Ms. Carpenter has provided <br />alist of questions that were raised by the homeowners. (Those questions and applicable responses <br />are attached hereto.) <br /> <br />This memorandum (along with assorted attachments) attempts to provide an overview of the issues <br />involved and potential action available to the Board of Commissioners and challenges to be faced. <br />Additional information is being pursued and where indicated will be provided once available. <br /> <br />In "Attachment A," Jonathan Marshall details a history and summary of flood prone area regulations <br />in Cabarms County. He also highlights the areas impacted. "Attachment B" is a listing of reported <br />areas of concentrated flooding that occurred July 23-24. Please note that in Jonathan Marshall's <br />memo reported rainfall reached recorded levels approaching 12 inches over the tWo-day period. <br />"Attachment C" is a time line of flood issues in Middleton Subdivision. "Attachment D" includes <br />local newspaper articles dealing with various aspects of the Middleton flooding issue. <br /> <br />Overview: <br /> <br />Flooding is an uncontrollable event. There are measures and systems that can be developed <br />to reduce the impact of flooding, but no one can design a system or regulations to guarantee <br />future flooding events will not have severe negative impacts. <br /> <br />Flooding also does not recognize artificial geographic or political boundaries. Events and <br />actions in adjacent jurisdictions will impact upon other areas regardless of regulations or <br />planning systems in place. <br /> <br /> Office of the County Manager <br /> <br />707 ,,.
