We would like to provide you <br />some background information to help you address some of those questions. <br /> <br />Cabarrus County regulates development in areas of potential flooding through <br />the Flood Damage Prevention Ordinance (FDPO). The latest version of this <br />ordinance was adopted on October 20, 1994, and the first .version of this <br />ordinance was adopted on March 16, 1981. The FDPO does permit development <br />within the 100 year flood area. It requires that for new construction any <br />habitable floor or electrical apparatus be at least two feet above the estimated <br />elevation of the 100 year flood (also called regulatory flood). To ensure this, a <br />Certificate of Elevation is required for construction on any lot or parcel that <br />appears to have substantial regulatory flood plain based on Federal Emergency <br />Management Agency (FEMA) flood maps. A list of the certificates that have <br />~-'cn required is attached. <br /> <br />~EMA sponsored a re-mapping of some flood areas in 1993-94. The original <br />flood maps for Cabarrus County were published in 1981 with some updated and <br />re-published in 1987. Because many of the streams were not studied in detail, <br />and because flood elevations can change over time, we requested that additional <br />streams be studied or updated. This resulted in the current published maps <br />which became effective on November 2, 1994. Along with the new maps, we <br />updated the FDPO and the Board of Commissioners re-adopted it in October, <br />1994. <br /> <br />The area around the Middleton and Oaks Estates subdivisions is a good example <br />of how flood elevations have changed over time.
