353 <br /> <br />DRAFT <br /> <br /> Mr. Marshall presented Petition 96-06(T) to amend the Zoning Ordinance to <br />include regulations for wireless co~ications service. The Planning and Zoning <br />Commission voted 9-0 to recommend approval of the Petition. Mr. Marshall <br />requested the following amendments to the proposed ordinance: <br /> <br />1. Change definition for "Wireless Con~munLcatton Towers (WTS)" by adding <br /> the line: "This definition does not include services by non- <br /> commercial entities in the amateur radio service, public safety <br /> radio service, or licenses assigned to noon-profit organizations <br /> such as the Red Cross, Civil Air Patrol, or military affiliated <br /> radio service that are licensed by the Federal Communications <br /> Commission.' <br />2. Limit stealth towers to 100 feet. <br />3. Change the height restriction on antenna co-located on buildings In <br /> the LC zone to 65 feet. <br /> <br /> At 7:52 P.M., Chairman Casper opened the public hearing for Petition 96- <br />06(T) and asked if anyone were present who wished to address the Board. <br /> <br /> Mr. Jeff Parker, representing the Cabarrus County Amateur Radio Society, <br />supported the proposed ordinance as a means to control some of the commercial <br />growth of towers. He discussed regulations for radio stations operating in the <br />citizens or Family Radio Service Band as well as height restrictions for antennas <br />and support structures. <br /> <br /> Ms. Pam Henderson of Sprint PCS questioned height restrictions for the <br />General Commercial, Limited Industrial and General Industrial. <br /> <br /> There was no one else who wished to address the Board, and Chairman Casper <br />closed the public hearing at 8:00 P.M. <br /> <br /> UPON MOTION of Commissioner Mills, seconded by Commissioner Carpenter and <br />unanimously carried, the Board approved Petition 96-O6(T) including the <br />amendments as outlined by Mr. Marshall and adopted the following Ordinance as <br />amended. <br /> Ordinance No. 1997-09 <br /> <br /> An Ordinance Amending the <br />Zoning Ordinance of Cabarrus County <br /> <br />BE IT ORDAINED by the Cabarrus County Board of Commissioners, that the Cabarrus <br />County Zoning Ordinance be amended as follows: <br /> <br />Part 1. That Chapter 2, Section 2-2 "Basic Terms ~nd Definitions" is hereby <br /> amended by adding a new set of definitions. <br /> The following supplemental special definitions apply to Wireless <br /> Telecommunication Services. <br /> <br />WIRELESS TELECOMMUNICATION SERVICES DEFINITIONS: <br /> <br />ACCESSORY EQUIPMENT <br />adjacent to, or <br />telecommunication <br />incidental to the <br />cellular telephone <br /> <br />STRUCTURE: A building or cabinet-like structure located <br />in the immediately vicinity of, a wireless <br />tower or antenna to house equipment customarily <br />receiving or transmitting of wireless broadcasts, <br />calls, voice messaging and paging services. <br /> <br />ANTENNA: Equipment used for transmitting or receiving radio frequency <br />signals which is attached to a tower, building or o~her structure, usually <br />consisting of a series of directional panels, microwave or satellite <br />dishes, or omnidirectional "whip" antenna. <br /> <br />ANTENNA, STEALTH: Wireless telecommunication antenna and related equipment <br />designed to blend into the surrounding environment or integrated into the <br />physical structure to which it is attached. <br /> <br />BASE TRANSCEIVER STATION: Equipment that provides the link between wireless <br />communications and land-based public telephone switching networks, <br />including radio frequency transceivers, back-up power sources, power <br />amplifiers, and signal processing hardware, typically contained in a small <br />building or cabinet. <br /> <br /> <br />
