N'~MO

To: Board of Commissioners
From: John D. Day, Deputy County Manage
Date: August 5, 1997
Re: Cable Television Franchise Extension

As you know, cable TV franchise negotiations have been taking place for some time. In the last
couple of months we have hit a few snags that have slowed progress. While negotiations
continue, I request that you extent the current franchise agreement with TimeWarner Cable
through December 31, 1997. Additionally, I request increasing the cable franchise fee from 3%
to 5% of gross revenues.

The franchise fee revenue estimate in the FY 98 Annual Budget is based on a 5% franchise fee.
And, as discussed in the County Manager's budget message, this increase will pay the cost of the
public information access system, which includes a new coordinating position in Information
Services, a government access cable TV channel and direct electronic access, among other things.

Attached is a letter from Bob Melton of TimeWamer Cable indicating his agreement to the
franchise extension and fee increase. Please contact me if you have any questions or concerns.

Office of the County Manager
P. O.
