DRAFT <br /> <br />361 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Caharrus County Governmental <br />Center tn Concord, North Carolina on Tuesday, August 12, 1997, at 6:30 P.M. The <br />Board by resolution on July 31, 1997 changed the regular meeting date from <br />Monday, August 18, to Tuesday, August 12, 1997. <br /> <br />Present - Chairman: Sue B. Casper <br /> Vice-Chairman: Carolyn B, Carpenter <br /> Commissioners: Jeffrey L. Barnhart <br /> Kenneth Mills <br /> Franklin C. Nlblock, Jr. <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. David <br />Williams, Attorney with Hartsell, Hartsell, Spainheur and Shelley; and Mrs. <br />Frankie F. Bonds, Clerk to the Board. <br /> <br /> Chairman Casper called the meeting to order at 6:30 P.M. <br /> <br /> Boy Scouts Pete Kuntz and Rya~ Prin~y of Troop 103 of St. James Catholic <br />Church conducted the Flag'Ceremony. <br /> <br /> Reverend Bobby C. Utley of the New Testament Independent Baptist Church <br />gave the invocatien. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Commissioner Mills, seconded by Commissioner Barnhart and <br />unanimously carried, the minutes of July 10, July 21 and July 31, 1997 were <br />approved as written. <br /> <br />Approval of the Agenda <br /> <br /> Chairman Casper asked that the following items be added to the Consent <br />Agenda: (1) Permission to receive sealed bids for the sale of a 1984 A1-Jon <br />Compactor 750; and (2) Amendment to Item C of the Retirement Incentive Plan. <br /> <br /> Motion was made by Commissioner Barnhart to accept the agenda with the two <br />additions requested by Chairman Casper. <br /> <br /> UPON MOTION of Cdmmissioner Mills, seconded by Commissioner Carpenter with <br />Commissioners Mills, Carpenter and Niblock voting for and Chairman Casper and <br />Commissioner garnhart voting against, the Board voted to remove Unfinished <br />Business Item 3, Notice of Termination for Lease Agreement with the Cabarrus <br />County Agricultural Fair, Inc., from the agenda. <br /> <br /> There were no other changes to the agenda. The Board voted to accept the <br />agenda as modified with the two items added to the Consent Agenda. <br /> <br />Petition for Local Option Sales Tax <br /> <br /> Chairman Casper presented a petition being circulated in the community in <br />support of House Bill 751 to allow County residents the opportunity to vote on <br />the levy of an additional local option one cent sales tax. As a point of <br />privilege, she asked that the Board approve the signing of this petition. <br /> <br /> UPON MOTION of Commissioner Niblock, seconded by Commissioner Mills and <br />unanimously carried, the Board approved the signing of the following petition by <br />Board members. <br /> <br />The Honorable Lyons Gray <br />State Legislative Building <br />16 West Jones Street <br />Raleigh, North Carolina 27601 <br /> <br />The Cabarrus County School System is facing a crisis. An <br />unprecedented number of new homes are being built in the county and <br />hundreds of additional children are pouring into our already over- <br />crowded school system. <br /> <br />We citizens of Cabarrus County are deeply concerned over the long- <br />term effect this worsening inability to provide adequate school <br /> <br /> <br />
