RE COMMENDAT I ON S <br /> <br />INTRODUCTION <br /> <br />This is the most important part of the <br />planning document. The recommendations <br />that are discussed in this section will help set <br />policy and guide decisions that will affect <br />the future of the Midland area. When <br />adopted, these recommendations become the <br />"plan" for the area. This Plan establishes, or <br />will lead to, regulations that will help <br />implement the Plan. This plan and others <br />will be used to write the new zoning <br />ordinance that is being developed with <br />Concord, Kannapolis, Harrisburg and Mount <br />Pleasant, and will regulate land use for the <br />entire County. <br /> <br />The exact recommendations follow as the <br />final section (Appendix I). The discussion <br />that follows will attempt to explain the <br />recommendations further and also to <br />indicate how they relate to specific issues <br />and goals as brought out in the previous <br />section. <br /> <br />A Future Land Use Map (Map 5) is also <br />included in this section. This map will be <br />used as a guide for land use analyses and <br />decisions made by the staff, Planning and <br />Zoning Commission, and Board of <br />Commissioners. It also serves as a guide for <br />those interested in moving into the <br />community. All analyses of future land use <br />will use the map in a general manner, with <br />each analysis and related decisions made <br />based on the, maps, the discussion that <br />follows, existing ordinance requirements, <br />and specific property-related factors. It is <br />important to remember that the areas <br />indicated for each use on the map are <br />general. The most precise way to determine <br />the proper use of a piece of property is <br />through an analysis of that property and the <br />specific factors affecting it. <br /> <br />The recommendations tables that follow in <br />the next section are for the use of the staff, <br />Boards, and private citizens.
