RE COMMENDAT I ON S INTRODUCTION This is the most important part of the planning document. The recommendations that are discussed in this section will help set policy and guide decisions that will affect the future of the Midland area. When adopted, these recommendations become the "plan" for the area. This Plan establishes, or will lead to, regulations that will help implement the Plan. This plan and others will be used to write the new zoning ordinance that is being developed with Concord, Kannapolis, Harrisburg and Mount Pleasant, and will regulate land use for the entire County. The exact recommendations follow as the final section (Appendix I). The discussion that follows will attempt to explain the recommendations further and also to indicate how they relate to specific issues and goals as brought out in the previous section. A Future Land Use Map (Map 5) is also included in this section. This map will be used as a guide for land use analyses and decisions made by the staff, Planning and Zoning Commission, and Board of Commissioners. It also serves as a guide for those interested in moving into the community. All analyses of future land use will use the map in a general manner, with each analysis and related decisions made based on the, maps, the discussion that follows, existing ordinance requirements, and specific property-related factors. It is important to remember that the areas indicated for each use on the map are general. The most precise way to determine the proper use of a piece of property is through an analysis of that property and the specific factors affecting it.
