I am requesting this item be placed on the agenda for the 10-20-97 meeting. <br /> <br />Recommendations <br /> <br /> It is our recommendation at this point that the Board act at its meeting of 10- <br />20-97 to request electing status from the State subject to the collection and analysis <br />of additional information regarding the flexibility which may be afforded, and the <br />potential costs which may be incurred, by the County's having this status. <br /> <br /> Counties which initially request electing status may change to standard <br />status later. However, counties which now request standard status can not change <br />to electing status later. Cabarrus should request electing"status now in order to <br />preserve its options. <br /> <br />The Social Services Board endorsed this approach at its last meeting. <br /> <br /> We are proposing that the Department return to the Board of <br />Commissioners in December with further recommendations, including a program <br />plan and a cost analysis. <br /> <br />Backeround <br /> <br /> With SB 352, the Current Operations and Budget Act, the General Assembly <br />enacted several welfare reform and funding related measures important to counties. One <br />of these will permit a group of counties whose public assistance caseloads taken together <br />do not exceed 15.5% of the State's total caseload, to "elect" to operate pilot programs. <br /> <br /> Department of Social Services <br /> <br />P.O.
