McVay

DON MOORHEAD, Personnel Director
BILL ROSS, Register of Deeds~

Reference: Register of Deeds Intern Position (#16-10-104-1)

This position was established on November 7, 1995 to assist with the
growing volume of daily business in this office. It was allocated as a
temporary position to provide employment for local college students with an
intern requirement for graduation. This has not worked particularly well
in meeting our needs for consistent productivity due to the irregular
schedules and frequent turnovers of those employed in the position.

I would appreciate your consideration to permit this department to
reallocate this 14 hour/week temporary intern position in Salary Grade 48
to a 25 hour/week regular part-time deputy Register of Deeds position in
Salary Grade 58. This would enable us to better cover vacations and keep
up with the increased work load.

We now have $3,386.54 remaining in our budget for this position. This
money, in addition to an unexpected cash flow resulting from an increase in
the filing of UCC's, would more than take care of this budget increase.

The Secretary of State through recent legislation caused the fee for filing
a UCC to increase from $8 to $15 effective November 1, 1997. We file
approximately 3500 UCC's annually and on that basis would project about
$24,500 additional revenue.

This requested position would cost $13,326 (including benefits), an
increase of $9,133 over what is budgeted for the current intern position.
Because three months are gone, there would be less than $6,000 in increased
personnel costs for FY 97-98.

We believe we could safely increase our revenue budget for this fiscal year
by $12,000 to cover this additional personnel expense. A raw figure, based
on the remaining 8 months in this fiscal year, would project about $16,000
in additional revenue, but we believe the $7 fee increase may lessen the
filing numbers for UCC's.

Thank you for your consideration.
