Bo~ds Clerk to the Board 371 DRAFT Adoption of Ambulance Franchise Ordinance Revision (Chapter 82~ Code of Ordinances} UPON HOTION of Commissioner Carpenter, seconded by Commissioner Mills and unanimously carried, the Board adopted the following Ambulance Franchise Ordinance revision. Ordinance No. 1997-13 BE IT ORDAINED that section 82-53 of the Code of Ordinances, Cabarrus County, North Carolina, is hereby amended to read as follows: Sec. 82-53. Hearing, investigation, standards for granting. (a) Upon receipt of an application for a franchise, the board shall schedule a time and place for a hearing on the application. (b) The county shall, prior to the hearing, cause such investigation as is deemed necessary to be made of the applicant and its proposed operations. (c) A franchise *hall may be granted if the board finds all of the following: (1) The public convenience and necessity requires the proposed ambulance service. (2) Each such ambulance and its required equipment have been certified by the state as acceptable for the type of franchise requested. (3) The applicant or its officers or partners are responsible persons to conduct or work in the proposed business. (4) Only duly certified emergency medical technicians are employed as operators and attendants by applicants for an ambulanoe service franchise. (5) That all the requirements of this article and all other applicable laws and ordinances have been met. Bonds, Clerk to the Board Sheriff's Department - Tower Construction Bids - Consideration of Award of Bid to Motorola The following Tower Construction bids were received on September 2, 1997. Company Bid Installation Time Robinson Tower $198,970.00 45 days Motorola $130,000.00 75 days UNR-Rohn Mfg. $126,115.00 approx. 98 days Pirod, Inc. $205,566.00 45 days The Board received a Memorandum dated September 8, 1997 from Sheriff Robert Canaday recommending the award of the bid to Motorola as the low bid contained a caveat allowing for an increase in cost after construction has begun. Efforts to negotiate a fixed total project cost with UNR-Rohn had failed. UFON MOTION of Commissioner Carpenter, seconded by Commissioner Mills and unanimously carried, the Board awarded the tower construction bid, subject to finalization of a lease agreement between Cabarrus County and the Cabarrus County Board of Education, to Motorola in the amount of $130,000.00 as the low bidder, UNR-Rohn, had declined to commit to a total project cost until beginning construction.
