RESOLUTION <br /> <br /> WI:IEREAS, the State of North Carolina through its Department of Commerce, Division of <br />Community Assistance (DCA) receives Community Development Block Grant (CDBG) funds <br />annually for non-entitlement communities (Small Cities) from the U.S. Department of Housing and <br />Urban Development (HUD); and <br /> <br /> WltEREAS, DCA awards these CDBG funds to eligible small cities and 98 counties in North <br />Carolina for housing, economic development, and infrastructure activities that benefit low-moderate <br />income households and remove blighted conditions; and <br /> <br /> WFrF~REAS, in recent years the majority both in terms of the number of grants awarded and <br />the dollar amount of these CDBG funds have been directed to communities in the Eastern portion of <br />the State, leaving Piedmont communities and their housing and public improvement needs unmet; and <br /> <br /> Wl:IEREAS, there are regional differences in climate, soil types, economic resources, housing <br />and construction costs, and political philosophy between the mountain, piedmont, and eastern parts <br />of the State that need to be recognized by DCA when awarding CDBG funds; and <br /> <br /> wme~REAS, in order to recognize these regional differences and make the CDBG program <br />more equitable, DCA must make changes to its Small Cities CDBG program. <br /> <br /> NOW, TI=rEREFORE, BE IT RESOLVED that the Board of County Commissioners for <br />the County of Cabarms requests that CDBG funds, particularly those allocated to the Community <br />Revitalization program, be divided among the regions of the State, similar to those forined by the <br />North Carolina Housing Finance Agency and that the amount allotted per region be based on the <br />number of persons in poverty and the number of substandard housing units. In this matter, each <br />community would compete within its region with communities sharing similar needs and resources <br />for a specific amount of CDBG funds.
