Position 2, Inspector - Building, is needed immediately for projects in Kings Grant. After
meeting with the project managers for Concord Mills and visiting their site in Grapevine,
Page - 2 -

Texas, it is clear another building inspector is necessary to handle this project and others
projected for the Kings Grant area. Concord Mills has offered an office trailer to house the
inspector on-site. This will also make it convenient for the inspector to oversee the other
projects in the area.

Positions 3 & 4 are proposed for the mechanical and electrical trades due to the existing
and expected increases in inspections. All of the above mentioned commercial projects
and the continuation of the Coming Project demand several more inspections than are
usually required for smaller projects. The time required on each of these inspections will
also increase. These two positions are not needed now, however, they will be in early
1998 when the majority of the large projects will begin construction.

The cost of these positions is entirely offset by inspection fees. With your permission, I
would like to forward this request to the Commissioners for their consideration at their
meeting of October 20.
