TO: <br />FROM: <br /> <br />DATE: <br />SUBJECT: <br /> <br />Frank Clifton, County Manager/~- ///~ <br />Jim Cook, Social Services Dire to~ ,~ <br />11-12-97 { / <br />Welfare Reform County Planning ~ttees <br /> <br /> I am writing to request the Board of Commissioners at its November meeting <br />appoint a county welfare reform planning committee. <br /> <br /> At the Board's October meeting, I presented information on new welfare reform <br />measures enacted by the N.C. General Assembly last summer. One of these measures <br />requires the submittal of a block grant plan by each county. The county plans are to <br />reflect how the county intends to use the funds it receives in its block grant for public <br />assistance administration and employment services. Plans for counties like Cabarrus <br />wtfich have requested "pilot" status are due 2-1-98. Plans for "standard" counties are due <br />1-15-98. <br /> State policy materials we have recently received, require a planning committee be <br />appointed by the board of commissioners in each county. Two pages from the State <br />materials are attached. The county committees are to help in the development of the <br />county's plan: assessing needs, securing public comment, recommending services to be <br />provided, and, where appropriate, supporting implementation. <br /> <br /> The plan outline provided by the State lists the various groups which must be <br />represented on this committee. [ have attached a listing of the required groups, together <br />with suggestions regarding persons who might be among those considered by the Board <br />of Commissioners for appointment. <br /> <br /> We have done much ground work on welfare reform over the past three years in <br />connection with our Work Over Welfare Program. I think we have the opportunity to <br />build upon this work and the success we have had. I have suggested to prospective <br />members I have contacted that we will probably need to meet two to three times prior to <br />the submission of our county plan. We have planned to bring recommendations to the <br />December Board of Commissioners meeting, and would like to involve the committee in <br />the development of these recommendations.
