411 <br /> <br />Authorization to Purchase a Safe for the Clerk of Superior Court's Office in an <br />A~ount Not to Exceed ~4,000 <br /> <br /> UPON MOTION of Commissioner Mills, seconded by Chairman Casper with <br />Commissioners Mills, Niblock and Barnhart and Chairman Casper voting for and <br />Commissioner Ca~penter voting against, the Board authorized the purchase of a <br />safe for the Clerk of Superior Court's Office in an amount not to exceed <br />$~,000.00. <br /> <br />NEW BUSINESS <br /> <br />Recognition of Miss Michele Sailer, Winner of the 1997 Conservation Poster <br />Contest in the Local, Area and State Levels of Competition - Mr. Dennis Testerman <br /> <br /> Mr. Dennis Testerman, Resource Conservationist Specialist, recognized Miss <br />Michele Sailer as the winner in the 1997 Conservation Poster Contest for the <br />Cabarrus Soil and Water Conservation District, Area VIII of the State Association <br />and the North Carolina Association of Soil and Water Conservation Districts. Her <br />poster will represent North Carolina in the National Contest early in 1998. <br /> <br /> On behalf of the Board, Commissioner Carpenter presented a Certificate of <br />Recognition to Miss Sailer for her accomplishments. <br /> <br />Reco~nition of Ms. Faye Cobb on Her Retirement from the Department of Social <br />Services - Mr. Jim Cook <br /> <br /> Mr. Jim Cook, Social Services Director, recognized Ms. Faye Cobb on her <br />retirement as a Child Support Agent from the Department of Social Services. Ms. <br />Cobb began work at the Department on July 1, 1986 and retired on August 31, 1997. <br /> <br /> Commissioner Carpenter presented a plaque to Ms. Cobb in appreciation for <br />her service to Cabarrus County and its citizens. <br /> <br />Closeout of the Stanley Works Community Development Block Grant - Economic <br />Development Project - Public Hearin~ - 6:30 P.M. <br /> <br /> Mr. Bob Stark, Consultant, reviewed the Stanley Works Community Development <br />Block Grant - Economic Development (CDBG-ED) Project 95~E-0195. This project was <br />granted $500,000.00 in CDBG funds for the installation of water, sewer, entrance <br />road and a generator. The County contributed $671,970.16 to the project. <br />Stanley Works moved its operation from Charlotte, relocating many of its current <br />workers as well as hiring a large number of new employees. <br /> <br /> At 6:50 P.M., Chairman Casper opened the closeout public hearing for ~he <br />Stanley Works CDBG-ED project and asked if anyone wished to speak regarding this <br />project. There was no present to address the Board, and Chairman Casper closed <br />the public hearing. <br /> <br />Closeout of the Fishertown Community Development Block Grant Project - Public <br />Hearin~ - 6:30 <br /> <br /> Mr. Bob Stark, Consultant, reviewed the Fishertown CDBG Project 94-C-8357. <br />The County received approximately $630,000.00 in CDBG grant funds and contributed <br />local funds of $250,000.00. The project provided sewer in the Charlie Walker <br />Road area and rehabilitated a number of homes in that community. Problems with <br />rock reduced the number of homes that could be connected to sewer. <br /> <br /> At 6:55 P.M., Chairman Casper opened the closeout public hearing on the <br />Fishertown CDBG project and asked if anyone wished to address the Board regarding <br />this project. <br /> <br /> Ms. Corine Cannon, representing the Fishertown and Princeton Park areas, <br />expressed appreciation for past assistance to that co~m~unity. She reported that <br />70 homes in the area still need sewer and expressed hope for a new grant to <br />complete the work in that community. <br /> <br /> Mr. Donald Gray, resident of the Fishertown Community, thanked the Board <br />for the work completed with grant funds and for assistance by the Sheriff's <br />Department. Stating that other homes in the area need sewer, he asked that the <br />County not forget the community. <br /> <br /> <br />
