400 <br /> <br />DRAFT <br /> <br /> UPON MOTION of Commissioner Mills, seconded by Chairman Casper with <br />Commissioners Mills, Niblock and Barnhart and Chairman Casper voting for and <br />Commissioner Carpenter voting against, the Board adopted the following <br />Resolution. <br /> Resolution No. 1997-26 <br /> North Caro%ina <br /> Cabarrus County <br /> <br /> Resolution Allowing Piedmont Area Mental Health Authority to Build <br /> an Area Administration Building and to Utilize the Installment <br /> Contract Method Under G.S. 160A-20 to Finance Said Building. <br /> <br />WHEREAS, Piedmont Area MH/MR/SA Authority, dba Piedmont Behavioral <br />Healthcare wishes to consolidate three rented office sites costing <br />$170,766 a year into one administrative office site; <br /> and <br />WHEREAS, the cost to construct this administrative office is <br />projected to be $1,344,000.00; <br /> and <br />WHEREAS, Piedmont wishes to utilize an installment contract under <br />G.S. 160A-20 to finance the construction of the administrative <br />office utilizing the current rental payments to retire the debt: <br /> and <br />WHEREAS, the Stanly, Union and Cabarrus County Commissioners have <br />previously approved a resolution allowing Piedmont to purchase the <br />land for this project. <br /> <br />NOW, BE IT RESOLVED by the undersigned County Commissions of <br />Cabarrus County, North Carolina, pursuant to North Carolina General <br />Statute 122c-142, that Piedmont Area MH/MR/SA Authority, dba <br />Piedmont Behavioral Healthcare, is today authorized to proceed with <br />construction of an Area Administrative office to be financed by an <br />installment contract under G.S. 160A-20, and that title be held in <br />the name of Piedmont Area MH/MR/SA Authority. <br /> <br />This resolution shall become effective and binding, if, and only if, <br />the Local Government Commission approves the project and the consent <br />of each and every Board of County Commissioners in the service <br />catchment area of Piedmont likewise approves an identical Resolution <br />to this, said counties being Cabarrus, Stanly, Union and Rowan. <br /> This the 20th day of October, 1997. <br /> <br /> Cabarrus County <br /> By: /s/ Sue Casper <br />ATTEST: Chairperson of the Cabarrus County Commissioners <br />/s/ Frankie F.
