3. for subsidies for utility rate demonstrations or State insulation tax credits. <br /> <br /> (D) Materials and supplies purchased with funds received as a result of this agreement shall <br />be accounted for separately from all other materials and supplies obtained from any other source. <br />Materials and supplies on hand from prior HARRP programs may be purchased at-cost, with funds <br />received through this agreement. All such purchases shall be accounted for by the Subgrantee in <br />inventory records maintained to account for funds expended under this agreement. <br /> <br /> Section 7: Audit and Inspection. The Subcontractor shall permit, and shall require its <br />subcontractors in writing as part of any subcontract agreement, to permit the Subgrantee, the <br />Comptroller General of the United States and the Department of Health and Human Services, or <br />their authorized representative to audit and/or inspect all work, m~terials, payrolls, and other data <br />and records with regard to this contract and to audit the books, records, and accounts of the <br />Subgrantee pertaining to this contract. <br /> <br /> Section 8: Contract Chan.qes. Any proposed changes in this contract shall be in writing, <br />submitted to and approved and executed by the Grantee before performance of any work involved <br />in the proposed change. <br /> <br /> Section 9: This agreement is subject to and incorporates the attached Parts II and III, as if <br />written word for word herein. <br /> <br /> Section '10: The continued performance of this contract by the Grantee is dependent <br />upon the availability of funds for this purpose. Should funds for this purpose cease to be <br />available, this contract shall automatically terminate. <br /> <br /> Section 11: Honesty and Fidelity Bonds. The Subcontractor shall maintain throughout the <br />duration of this Contract a Honesty and Fidelity bond that protects the program against theft, <br />damages, or other abuses that may occur while this contract is in force. Such Honesty and <br />Fideli.ty bonds should be at least 15% of the total funds awarded under this Contract. The <br />Subgrantee recommends that the Subcontractor also maintain liability insurance to protect against <br />personal injury and property damage sustained during HARRP activities. <br /> <br /> Section 12: Residential Enerqy Conservation Assistance Program Manaqer is designated as <br />"Contract Administrator" with the responsibilities of monitoring the activities of the Subcontractor <br />with respect to its implementation of th~ program in accordance with the provisions outlined in <br />parts I, II and III, and in certifying that work has been performed before invoices are paid. <br /> <br /> Section 13: The Subcontractor certifies that neither the organization nor any of its principals <br />is presently debarred, suspended, proposed for debarment, declared ineligible, or voluntarily <br />excluded from participating in this Agreement by any Federal department or agency. <br /> <br /> Section 14: The Subcontractor certifies that it will comply with prohibitions and requirements <br />for disclosure and certification related to lobbying on recipients of Federal contracts, grants, <br />cooperative agreements, and loans as contained in the Federal Register 10CFR 601. <br /> <br /> Section 15: Agreements in Excess of $100,000. - All applicable standards, orders, or <br />requirements issued under Section 306 of the Clear Air Act (42 U.S.C. 1857(h), Section 508 of the <br /> <br /> <br />
