Little, Director
Cabarrus County Parks and Recreation Department

Subject:

Resubmittal of North Carolina Parks and Recreation Trust Fund Grant
Application for W.W. Flowe Park

On January 21, 1997, the Cabarrus County Board of Commissioners approved a North
Carolina Park and Recreation Trust Fund Grant Application for a $500,000.00 project. The
recommended plans were to submit a Matching State Grant request for $250,000.00. On May
14, 1997, State of North Carolina officials contacted Cabarrus County staff and informed us that
our project did not receive any funds from NC PARTF in 1996-97.

In the fiscal budget 1997-98, the Cabarrus County Board of Commissioners approved
$75,000.00 in funding for the initial cleaning, erosion control, grading, fine grading, storm
drainage and turfing of the proposed athletic fields at W.W. Flowe Park. The plans are to utilize
Cabarrus County Landfill/Property Maintenance equipment and employees in grounds clearing,
rough grading, fine grading and turfing of these proposed facilities. To date, a majority of the
clearing and sediment catch basin has been completed.

In October, 1997, Cabarrus County Manager Frank Clifton recommended to the director
to prepare a NC PARTF Grant for reimbursement of state matching funds of $150,000.00 or for
a $300,000.00 project at W.W. Flowe Park. The proposed lighting systems for the athletic fields
will be proposed in 1999 and beyond. The proposed facilities in the 1998-99 Grant include the
following: four baseball/softball athletic fields (unlighted), two soccer athletic fields (unlighted),
restrooms/concession building, two sand volleyball courts, gravel trails (4,000 ft.), horseshoe pits
(4 pairs), picnic tables, group sites (8), gravel parking lots (approx. 325 spaces), park signage,
landscaping and utilities.

With the submittal of this grant request, Cabarrus County Board of Commissioners is
stating Cabarrus County has their 50% requested match ($150,000.00) for this project.

Cabarms County will be required to submit additional project narratives, justifications,
location map, site plan, boundary map, preliminary floor plan and other data information.

If you have any questions, please feel free to contact me.
