He criticized the public information campaign by the Central <br />Carolinas Realtors Association concerning the land transfer tax. <br /> <br /> Mr. Doug Summer of 1015 Oaktrail Circle, Concord, commented on the needs <br />of the schools and the recommendations by the Alternative Revenue Sources Task <br />Force concerning the one percent land transfer tax and the one cent sales tax. <br />He stated additional revenue is needed to keep the level of property taxes low <br />and the level of schools high. <br /> <br /> There was no one else to address the Board, and Chairman Casper closed that <br />portion of the meet[liS. <br /> <br /> Chairman Casper al%noullced that the Board would recess the meeting after the <br />closed session until December 4 for the scheduled public hearing at the Senior <br />Center. <br /> <br />Closed Session to Consult with Attorney Regarding Pending Litigation Ooncernin~ <br />Phtli~ Morris as Authorized by N. C. General Statute <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Niblock and <br />unanimously carried, the Board moved to go into closed session to consult with <br />the Attorney regarding pending litigation concerning Philip Morris and Lake <br />Concord Ventures as authorized by North Carolina General Statute 143- <br />318.11(a)(3). <br /> <br /> UPON MOTION Commissioner Mills, seconded by Commissioner Carpenter and <br />unanimously carried, the Board moved to come out of closed session. <br /> <br />No action was reported from the closed session. <br /> <br />Recess of Meeting <br /> <br /> There being no further business to come before the Board, Chairman Casper <br />recessed the meeting at 9:35 P.M. until 6:30 P.M. on December 4. 1997 at the <br />Cabarrus County Senior Center. <br /> <br />Clerk to the Board <br /> <br /> <br />
