TO: FROM: DATE: SUBJECT: LC.ABARRUSCOUNTYj NORIH CAROLINA Frank Clifton, County Jim Cook, Social Services Dire~or 12-9-97 Update on Welfare Reform Effort I am writing to provide a brief update on our welfare reform planning effort. At last month's Board of Commissioners meeting, [ indicated we planned to return tO the December Board meeting with additional recommendations. Progress Report 1) Planning Committee: The Planning Committee appointed by the Board met on 12-3-97. It underwent an orientation, identified client needs to be addressed, and set a work schedule for the development of county plan recommendations to be brought to the Board at its January 19 meeting. The Committee made good progress and will meet 12-16 and 1-7. 2) Committee Membership: William Morrison has applied for appointment to the Committee. We believe that Mr. Morrison would make a valuable contribution to the Committee's work. Additionally, the DSS Board suggested a representative of the Housing Authority be added to the Committee. We contacted City Manager Len Sossamon, asking whether we might nominate Housing Authority Director Kay Morgan. He gave his enthusiastic support. 3) Electing vs. Standard Status: We have continued to work with State officials to determine the extent to which we would be permitted to implement desired policy changes on a demonstration project basis, and to continue our Work Over Welfare Project, were we to change to standard county status. We had hoped to have this resolved by the time of the December Board meeting, but we have not. We will need to bring a recommendation in that regard to the January Board meeting. Recommended Action At this point, we recommend the Board appoint William Morrison and Kay Morgan to the Planning Committee. Thank you.
