Said notice shall read substantially as follows: <br /> <br />NOTICE OF SPECIAL ADVISORY REFERENDUM <br />in the <br /> COUNTY OF CABARRUS, NORTH CAROLINA <br /> <br />A special advisory referendum will be held throughout the <br /> <br />County of Cabarrus, North Carolina, between 6:30 A.M. and 7:30 <br /> <br />P.M., on Tuesday, <br /> <br />, 1998, at which there will be <br /> <br />submitted to the qualified voters of said County the following <br /> <br />question: <br /> <br />Pursuant to the authority granted by Session Law 1997- <br />452, entitled in part "An Act To Provide for <br />Initiative and Referendum Authority for the Concord city <br />Council and the Cabarrus County Board of Commissioners," <br />SHALL the County of Cabarrus be authorized, through <br />subsequent and appropriate action by the Board of <br />Commissioners, to increase the property tax homestead <br />exemption for all low-income elderly or disabled <br />residents of Cabarrus County who are qualified to receive <br />the exemption pursuant to North Carolina General Statute <br />Section 105-277.1, by increasing the portion of a <br />residence's value that is excluded from taxation in the <br />County from Twenty Thousand and No/100 Dollars <br />($20,000.00), as is currently provided by law, to Twenty- <br />Five Thousand and No/100 Dollars ($25,000.00), the <br />purpose of the exclusion being to enable elderly and <br />disabled persons to realize a greater benefit under the <br />exemption? <br /> <br />The question hereinabove set forth contains a statement of the <br /> <br />purpose for which the proposed increase in the property tax <br /> <br />homestead exemption would be implemented. <br /> <br />For said referendum, the regular registration books for <br /> <br />elections in the County of Cabarrus will be used and the <br /> <br />registration books, process or records will continue to be open for <br /> <br />the acceptance of registration applications and the registration of <br /> <br />qualified persons from 8:00 A.M. until 5:00 P.M. on Monday through <br /> <br />Friday, inclusive, of each week at the office of the Cabarrus <br /> <br /> <br />
