Said notice shall read substantially as follows: NOTICE OF SPECIAL ADVISORY REFERENDUM in the COUNTY OF CABARRUS, NORTH CAROLINA A special advisory referendum will be held throughout the County of Cabarrus, North Carolina, between 6:30 A.M. and 7:30 P.M., on Tuesday, , 1998, at which there will be submitted to the qualified voters of said County the following question: Pursuant to the authority granted by Session Law 1997- 452, entitled in part "An Act To Provide for Initiative and Referendum Authority for the Concord city Council and the Cabarrus County Board of Commissioners," SHALL the County of Cabarrus be authorized, through subsequent and appropriate action by the Board of Commissioners, to increase the property tax homestead exemption for all low-income elderly or disabled residents of Cabarrus County who are qualified to receive the exemption pursuant to North Carolina General Statute Section 105-277.1, by increasing the portion of a residence's value that is excluded from taxation in the County from Twenty Thousand and No/100 Dollars ($20,000.00), as is currently provided by law, to Twenty- Five Thousand and No/100 Dollars ($25,000.00), the purpose of the exclusion being to enable elderly and disabled persons to realize a greater benefit under the exemption? The question hereinabove set forth contains a statement of the purpose for which the proposed increase in the property tax homestead exemption would be implemented. For said referendum, the regular registration books for elections in the County of Cabarrus will be used and the registration books, process or records will continue to be open for the acceptance of registration applications and the registration of qualified persons from 8:00 A.M. until 5:00 P.M. on Monday through Friday, inclusive, of each week at the office of the Cabarrus
